Invitation
The City of Claremont is requesting proposals from qualified contractors experienced in trenchless sewer
rehabilitation to replace an existing sanitary sewer main on Winter Street utilizing a pipe bursting method.
The intent of this project is to minimize surface disturbance while replacing the deteriorated sewer main
with new sewer-rated pipe. The project requirements are based on information provided by the City's
Sewer Division.
Project Overview
The City intends to replace approximately 600 linear feet of existing 6-inch sanitary sewer main
extending from Manhole No. 24 to Manhole No. 2, located near the intersection of Tutherly Street and
Winter Street.
The preferred construction method shall consist of:
* Breaking the existing sewer main in place using a hydraulic pipe bursting/pulling system.
* Simultaneously pulling a new 6-inch SDR sewer-rated HDPE or approved equivalent pipe into
the existing alignment.
* Minimizing excavation to only those locations necessary for insertion pits, receiving pits, service
reconnections, and manhole connections.
* The Contractor shall furnish all labor, materials, equipment, supervision, traffic control, and
incidentals necessary to complete the project.
Existing Conditions
Approximately 600 linear feet of existing 6-inch Orangeburg sanitary sewer.
Existing 24-inch brick manholes.
Sewer services located at House Nos. 7, 13, and 33 Winter Street.
Existing brick manholes shall remain in service.
A section of approximately 600 feet exists without intermediate access. Contractors shall include pricing
to install either one new manhole approximately midway along the alignment.
Scope of Work
Mobilization and Demobilization
* Mobilization and demobilization.
* Utility coordination.
* Dig Safe notification.
* Project setup, staging, and final removal of equipment and materials.
* Mobilization and demobilization will be paid as a lump sum.
Sewer Replacement
Replace approximately 600 linear feet of sanitary sewer by:
* Pipe bursting the existing sewer main in place.
* Pulling a new 6-inch sewer-rated pipe simultaneously behind the bursting head.
* Maintaining the existing alignment whenever practical.
Manhole Connections
Reconnect the new sewer main within the existing brick manholes by:
* Core drilling or otherwise making watertight connections.
* Benching and grouting as necessary.
* Ensuring all connections are watertight and properly finished.
Sewer Service Reconnections
Reconnect all existing sewer laterals encountered during construction. Special attention shall be given to
maintaining service to residences. The Contractor shall:
* Notify affected residents before service interruptions.
* Minimize service outages.
* Restore sewer service the same day whenever practical.
* Provide temporary bypass pumping or temporary service if restoration cannot occur immediately.
Intermediate Access Structure
Install one of the following approximately midway along the project, as directed and approved by the
City:
* One approved manhole structure.
Surface Restoration
Restore all disturbed areas to conditions equal to or better than those existing before construction,
including:
* Pavement.
* Gravel.
* Lawns.
* Sidewalks.
* Driveways.
* Landscaping.

Protection of Work
The Contractor shall take all necessary precautions to protect all work that is in progress, including, but
not limited to, work that is incomplete and/or has not been accepted by the City. The Contractor shall
remain responsible for damage to or deterioration of the work until final acceptance by the City.
Traffic Control
The Contractor shall provide all signage, traffic control devices, and/or qualified traffic control flaggers
necessary to conduct daily construction and restoration operations safely and to protect the traveling
public. Flaggers may be used as needed and shall be paid as a separate line item.
Maintain safe traffic flow throughout construction.
Provide all signage and traffic control devices in accordance with the current Manual on Uniform Traffic
Control Devices (MUTCD).
Maintain access to residences and emergency services at all times.
Coordinate lane restrictions and temporary closures with the City before implementation.
Materials and Testing
Materials
Pipe shall be one of the following, subject to City approval:
* 6-inch sanitary sewer-rated HDPE, DR11 or approved equivalent.
* Alternative sewer-rated material approved by the City prior to installation.
* All fittings, couplings, adapters, and appurtenances shall be compatible with the proposed system
and suitable for sanitary sewer service.
Testing and Acceptance
The Contractor shall provide the following before final acceptance:
* CCTV inspection of the completed sewer.
* Low-pressure air testing or other City-approved acceptance testing.
* Verification that all sewer service connections are operational.
* Final cleanup and removal of construction debris.
Warranty
The Contractor shall provide a minimum one-year warranty on all labor, materials, and workmanship
beginning on the date of final acceptance by the City.

Guidelines
All proposals become the property of the City and will be considered public documents open to public
inspection after the bid opening, subject to applicable law.
A proposal accepted by the City will become a legally binding component of the eventual contractual
agreement. This Request for Proposal does not commit the City to make an award or reimburse any
Contractor for expenses incurred in responding to this request.
The successful Contractor shall provide proof of General Liability, Motor Vehicle Liability, Workers'
Compensation, and Excess Liability insurance identifying the City as an additional insured where
required. Certificates shall be submitted upon execution of the contract. Policies must be issued by
carriers duly licensed to do business in the State of New Hampshire. Subcontractors are subject to the
same insurance requirements.
The Request for Proposal documents, the successful proposal, the Notice of Award, and the executed
contract shall constitute the agreement between the City and the successful proposer with respect to the
matters addressed herein and shall supersede prior oral and written proposals, representations,
understandings, and agreements.
Evaluation Criteria
All proposals received in response to this RFP will be reviewed to determine whether they are complete
and responsive to the requirements. The City intends to select the Contractor offering the best value,
considering the most beneficial combination of qualifications, services, schedule, and cost. Only
responsive proposals will be evaluated.
City staff will review, analyze, and evaluate proposals in accordance with the criteria below. Additional
information may be requested from one or more Contractors if necessary.
The City reserves the right:
* To accept or reject any or all bids, in whole or in part, and to accept a proposal other than the
lowest-priced proposal
* To waive any technical defect, qualification, omission, informality, or irregularity in a proposal.
* To amend, modify, or withdraw this Request for Proposal.
* To require supplemental statements or information from a Contractor.
* To extend the deadline for responses.
* To limit or expand the Scope of Work due to available funding.
The City may award a contract based on the proposals received without discussion with the proposers.
Each proposal should therefore be submitted with the most favorable terms the proposer can offer the
City.

Qualifications of Bidders
Each Contractor must be prepared to present satisfactory proof of its capacity and ability to successfully
complete the requirements of this solicitation.
The City reserves the right to make investigations or inquiries necessary to determine the competency and
ability of any Contractor to complete the work. The review may include, but is not limited to, inspection
of the Contractor's equipment, references, and previous contract performance.
The award will not be made solely on the cost of services. Evaluation factors may include:
* The Contractor's reputation based on prior work with the City and other references.
* Quality of workmanship or services provided.
* Results of reference checks.
* Adequate financial resources, or the ability to obtain such resources, to complete the project.
* Adequate experience, organization, technical and professional qualifications, personnel, skill,
equipment, and ability.
* Ability to comply with the proposed time frame.
Insurance, Retainage, and Contract

Retainage
Retainage will be held in the amount of two percent (2%) of the total project value and will be released
one (1) year after completion, subject to satisfactory performance and correction of any warranty items.
Contract
The final contract will include, at a minimum, the terms and conditions set forth in this Request for
Proposal, including the general conditions, and may include terms reflected in the successful proposal.
The contract shall be the exclusive source of the Contractor's rights and remedies and shall supersede
prior writings, negotiations, or agreements.
The City is exempt from all taxes.
All Contractors must comply with all applicable Equal Employment Opportunity laws and regulations.

be resolved before submission of a proposal.
