REQUEST FOR QUALIFICATIONS (RFQ)
Downtown Mixed-Use Redevelopment Opportunity
Issued By: City of Fate, Texas
Issue Date: July 1, 2026
Submittal Deadline: September 30, 2026
1. Overview
The City of Fate is seeking Statements of Qualifications (SOQs) from experienced and
financially capable development teams interested in partnering with the City to redevelop a
strategically important property located within the downtown core. The site occupies a
highly visible and significant intersection and represents a priority redevelopment
opportunity for the community.
The subject property is located within a broader downtown revitalization area that includes
significant public investment in infrastructure, streetscape improvements, and the
development of a major downtown public park. The park is anticipated to serve as a key
community gathering space and catalyst for additional private investment, further
enhancing the long-term value and vibrancy of the surrounding area.
The City seeks a development partner capable of delivering a high-quality, architecturally
significant vertical mixed-use project that enhances downtown vitality, supports economic
growth, and creates a strong sense of place.
The selected development team will demonstrate experience delivering successful vertical
mixed-use developments, a strong financial capacity, an understanding of placemaking,
and a commitment to collaborative partnership with the City.
2. Development Vision and Objectives
The City envisions a signature mixed-use development that:
* Activates the street level with vibrant retail and restaurant uses;
* Enhances walkability and downtown activity;
* Contributes to the long-term economic vitality of downtown;
* Reflects high-quality architecture and design;
* Creates a destination and community gathering place;
* Supports additional private investment in the downtown core; and
* Serves as a catalyst for future redevelopment.
While the City is open to innovative concepts and modifications based on market
conditions and feasibility, the preferred development program generally includes:
Preferred Development Components
* Ground Floor: Retail and commercial uses, including at least one restaurant and/or
cafe concept;
* Second Floor: Office, professional, flexible commercial space, or restaurant
second floor extension;
* Third Floor (if desired): Office, hospitality, residential or other complementary
uses.
* General: outdoor gathering space/seating, terraces/balconies, quality landscaping
The City encourages creative, market-responsive concepts that align with the overall
redevelopment vision while demonstrating long-term viability. The City will provide
architectural design inspiration examples upon request during the question phase.
3. Property Information
Site Description
* Location: West Fate Main Pl at S William Crawford Ave [32.941118565028496, -
96.38211122249706]
* Site Size: 1.377 acres
* Current Zoning: Old Town Core (see Fate Unified Development Ordinance Section
3.5.7)
* Ownership: City of Fate (100% Ownership)
* Existing Conditions: Active food truck park located on a predominantly non-paved,

serving the food trucks.
The property occupies a key intersection within Fate's downtown core and is considered a
strategic redevelopment site due to its visibility, accessibility, and potential catalytic
impact.
Additional site information, surveys, utility information, zoning regulations, and related
documents may be provided upon request or during subsequent phases of the process.
Regional Growth and Investment
The subject property is positioned to benefit from significant ongoing investment and
growth occurring throughout the City and surrounding corridor, including major new
commercial and mixed-use developments near Interstate 30.
These developments are expected to substantially increase regional traffic volumes,
visitation, and consumer activity, further strengthening the long-term viability and value of
downtown commercial and mixed-use investment opportunities.
The City believes the continued growth of the I-30 corridor, combined with ongoing
downtown public investments and placemaking initiatives, creates a unique opportunity
for transformative redevelopment within Downtown Fate.

transformational redevelopment projects.
As such, the proposed project will be eligible for economic development incentives,
subject to the quality of the proposal, public benefit provided, project design, investment

Potential incentives may include, but are not limited to:
