The Housing Authority of the City of Pittsburgh (HACP) hereby request proposals from qualified Firms or

until 11:00 a.m. on April 7, 2026. The Housing Authority of the City of Pittsburgh will only accept physical
proposals dropped off in person from 8:00 AM until 11:00 a.m. on April 7, 2026, in the lobby of One Stop
Shop at 412 Boulevard of the Allies Pittsburgh, PA 15219. Proposals may be uploaded to the Authority’s
online submission site; the link is accessible via the HACP website and within the RFP. Sealed proposals may
still be mailed via USPS at which time they will be Time and Date Stamped at 412 Boulevard of the Allies, 6th
Floor - Procurement, Pittsburgh, PA 15219.

Emergency Mitigation and Remediation
SECTION I
INTRODUCTION
The Housing Authority of the City of Pittsburgh (“HACP”) hereby requests proposals
from qualified contractors (hereinafter, “vendor”) to perform authority-wide Emergency
Mitigation and Remediation (hereinafter, “services”). A more detailed scope of services
is provided in Section II of this Request for Proposals (“RFP”).
HACP owns and directly manages over 2,500 units of public housing in the City of
Pittsburgh, consisting of family and elderly housing within approximately 15
communities and amongst various scattered site locations. The selected vendors may be
requested to provide Services relating to any location amongst HACP’s public housing
portfolio.
The United States Department of Housing and Urban Development Department (HUD)
provides the funding for the Services and therefore all Services performed must be in
compliance with all rules and regulations of HUD, and all other applicable Federal
regulations including, but not limited to, Handicap Accessibility (Section 504),
Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards
(UFAS), Davis-Bacon and Related Acts, Environmental Protection Agency rules and
regulations, HUD’s Modernization Design Standards, Build America/Buy America Act
(BABA), and Federal procurement requirements.
In addition to the Federal laws, rules and regulations, all services must also be performed
in compliance with all Commonwealth of Pennsylvania laws and regulations and
Allegheny County and the City of Pittsburgh codes and requirements.
HACP seeks proposals from qualified vendors to provide services and is contemplating
the award of a contract or contracts for an initial term of two (2) years with three (3),
one (1) year extension options, for a total of five (5) years, whereby HACP will
authorize the selected vendors, during a stated time period and for the services HACP
requires, to perform the services on an as-needed basis through the use of Task Orders.
Attachment B Form of Agreement is the form of contract that will be used through this
solicitation process.
