INVITATION TO BID
SEALED BIDS for the furnishing of the necessary materials and construction of the
OTTAWA COUNTY REGIONAL WATER AND VILLAGE OF MARBLEHEAD WATER
REGIONALIZATION PROJECT
OTTAWA COUNTY, OHIO
will be received by Ottawa County, Ohio at the office of the Board of Commissioners, 315 Madison Street, Port
Clinton, OH 43452 until
11:00 AM (Local Time)
July 28, 2026
and at that time and place will be publicly opened and read aloud.
The scope of work for each contract consists of:
CONTRACT A: MARBLEHEAD PERMANENT WATER SYSTEM CONNECTIONS PROJECT -
Installation of 327 LF of 12-inch PVC water main and removal of 252 LF of existing 12-inch DI water main,
and the installation of the south connection vault. Replacement of approximately 100 LF of 18” CMP
storm culvert is also included in the south connection site work. The contractor will also be procuring and
installing new materials for the existing north connection vault. The Engineer’s opinion of probable cost for
this project is $270,000.00.
CONTRACT B: MARBLEHEAD METER PROCUREMENT PROJECT - Purchase of 885 water meters for
the replacement of existing meters in the Village of Marblehead.
CONTRACT C: PRIVATE DISTRIBUTION SYSTEM ALTERATIONS PROJECT - Installation of meters
and other system alterations for eight private distribution systems. Eighteen meters and two double check
detectors will be installed between the ten locations. Also included is installation of approximately 185 LF
of 3-inch PVC water service line and approximately 500 LF of 1-inch PVC water service line. The meters
and double check detectors are procured by the Owner. The contractor will be procuring and providing
materials for the vaults, pits, meter piping, and the water service lines. The Engineer’s opinion of probable
cost for this project is $744,000.00
CONTRACT D: MARBLEHEAD WATER PLANT DEMOLITION PROJECT - Demolition of the Filter
Building, Chemical Building, Clarifiers #1 and #2, and underground process tanks at the Village of
Marblehead Water Treatment Plant. The Engineer’s opinion of probable cost for this project is
$320,000.00
CONTRACT E: BAY POINT CONNECTION WATER MAIN PROJECT - Installation of 1,480 LF of 8-inch
PVC water main and removal of 1,480 LF of existing 6-inch PVC water main, 2 service connections, and
connections to existing water mains at either end of the new main. The Engineer’s opinion of probable cost
for this project is $600,000.00

Bidding Documents may be downloaded from the designated website. Documents may also be obtained by
visiting ARC Solutions at 3666 Carnegie Ave., Cleveland, OH 44115, Telephone 216-281-1234. Prospective
Bidders must register with the designated website as a plan holder, even if Bidding Documents are obtained
from a plan room or source other than the designated website in either electronic or paper format. The
designated website will be updated periodically with addenda, lists of registered plan holders, reports, and
other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other
Bidding Documents will be offered only through the designated website.
Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained
from sources other than the designated website. Failure to submit a complete set of documents could result in
a bid that is determined to be nonresponsive and rejected by the Owner.
The cost of printing is to be paid to the printing company at the time the drawings are picked up. Shipping and
tax charges are the bidder’s responsibility and payable directly to ARC Solutions.
PRE-BID MEETING: A mandatory pre-bid meeting for Contract D will be held at 1:30 PM on Tuesday, July
14, 2026, at 517 West Main St., Marblehead, Ohio 43440. An optional pre-bid meeting for Contracts A, C, and
E will be held at 2:30 PM on Tuesday, July 14, 2026, at 517 West Main St., Marblehead, Ohio 43440.
Questions related to the project will be accepted via email only to the Engineer at bob.budzilek@aecom.com
until 5:00 PM on Wednesday, July 20, 2026.
The Engineer for the Project is AECOM Technical Services, 1300 E. 9th Street, Suite 500, Cleveland, Ohio
44113.
The bid guaranty may be of two forms:
1.
A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid
does NOT have to appear on this form.)
2.
A certified check, cashier's check or letter of credit in favor of Ottawa County, Ohio in the amount of
10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment
and performance bond.
After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders
shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not
charged with any delinquent personal property taxes in Ottawa County, Ohio.
Ottawa County reserves the right pursuant to ORC.9.312 to reject any and all bids and to waive any non-
material irregularity in determining the lowest responsive and responsible bidder. Bidders with Unresolved
Findings for Recovery on the State Auditor’s web site will be disqualified.
DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.001 OF THE REVISED CODE
APPLY TO THIS PROJECT. COPIES OF SECTION 153.001 OF THE REVISED CODE CAN BE OBTAINED
FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.
Each bidder shall complete a "Non-Collusion" Affidavit and include it with his proposal. Bids received after the
scheduled bid opening date and time, or not accompanied by a satisfactory bid bond or check, will neither be
read or considered.
In accordance with the Ohio Revised Code Section 307.87 this shall serve as notification that this notice is
available on Ottawa County’s internet web site on the world wide web by logging onto www.co.ottawa.oh.us and
going to the legal notices/bids link - click on main page and you will be able to view the notice in PDF format.
All bids must be signed and submitted on the blanks which are bound in this booklet. Contractors may bid on
any or all of the five contracts. Bids must state the unit prices in the blanks provided and be enclosed in a
sealed envelope marked --- OTTAWA COUNTY REGIONAL WATER AND VILLAGE OF MARBLEHEAD
WATER REGIONALIZATION PROJECT, Contracts “A”, and/or “B”, and/or “C”, and/or “D” and/or “E” ---
and addressed to Board of Ottawa County Commissioners, Ottawa County, 315 Madison Street, Room 103,
Port Clinton, OH 43452.
No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids.
The successful bidder will be required to pay Federal Davis Bacon Prevailing Wage Rates.
