1.0 PURPOSE
The County of Rockingham, (the County) a political subdivision of the State of Virginia is requesting
qualificationsfromcontractorsauthorizedtodobusinessintheStateofVirginia,toserveastheDesign-
BuilderfortheconstructionofanengineeredsepticsystemforthenewSingersGlenCommunityCenter
to be located at 9434 Singers Glen Rd, Singers Glen, VA 22850.
ThepurposeofthisRFQistosolicitinformationthatwillenabletheCountytodeterminewhichOfferors:
(a) are best qualified to successfully execute the design and construction of the project and (b) will be
invited to submit proposals in response to the County's Request for Proposals (RFP).
2.0 BACKGROUND
Rockingham County is in the center of the beautiful Shenandoah Valley of Virginia. Nestled between the
Blue Ridge Mountains on the east and the Alleghenies on the west, the County is located along the
Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County is the third
largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.
Rockingham County intends to construct a 5,200 square foot Pre-Engineered Metal Building (PEMB) to
replace the existing Singers Glen Community Center facility. The new structure will provide flexible,
multi-generational programming space while ensuring code compliance, accessibility, and long-term
durability. The engineered septic system must meet the needs of the new Community Center.
3.0 QUALIFICATIONS
Themanagement,design,andconstructionserviceswillbeperformedasasinglecontractwithone
entity identified as the Team. Services will include all necessary tasks/activities to manage, design,
and construct the system, including but not limited to: project planning, permits, fees, inspections,
engineering, and construction services to deliver a complete, usable, and fully-operational septic
system.
Applicantsthatmeetthequalificationcriterialistedbelowandareselectedfortheshortlistwillbeinvited
to respond to the County's Request for Proposal for the construction of the Singers Glen Community
Center engineered septic system that will be issued in mid-August 2026.
Qualifications Include:
a. The applicant shall be properly licensed to perform the required services.
b. Theapplicantshallhavebeeninbusinesswithrelatedexperienceforatleastthreeyears
andshallnothavebeendeclaredindefaultonanyconstructioncontractwithinthattime.
c. Include a letter from the Applicant's Insurance provider on that provider's letterhead,
which indicates that should the Applicant be awarded for this project that they will
provide insurance coverage.
d. Theapplicantmustbeabletodemonstratetheirabilityanddetailtheirbackgroundand
experience with constructing engineered septic systems, preferably with community
centers or similar sized facilities.

systems.
2. Adescriptionofthemanagementsystemandschedulingtechniquesthatwill
be employed to assure that this project is constructed on schedule.
3. Personnel assigned to job.
e. The applicant must be able to provide three professional references.
4.0 LETTER OF SUBMITTAL
Send one original and three copies of the clearly marked letter of submittal "RFQ #26-0702-01 SGCC
Engineered Septic Design-Build Request for Qualifications" no later than Wednesday, August 5, 2026 at
2:30pm to County of Rockingham, Attention: Rebecca Guthrie, 20 East Gay Street, Harrisonburg VA
22802.
Electronic submissions can also be submitted through the County's website or using the following link
https://va-rockinghamcounty2.civicplus.com/FormCenter/Email-Forms-13/Procurement-200. However, if a
proposal is electronically submitted, paper and digital copies will still be required to be submitted to the
Finance Office by the deadline in the same manner as noted above.
The County Administrator will appoint an Evaluation Committee. The Committee will evaluate the
Qualifications based on the criteria contained in this RFQ and develop a bidder's list. Once the list of
bidders is developed, the County will issue the Design-Build RFP.
The letter of submittal shall address the items included in the Purpose, Scope of Services, and the
Evaluation Criteria. Responses should be as thorough and detailed as possible so that the County may
properly evaluate capabilities to provide the required services. Applicants are required to submit the
following items as a complete letter of submittal:
Section 1: Applicants should provide a cover letter acknowledging that the Applicant has read and
understandsallcontentsoftheRFQandaddendaandtakesnoexceptiontothematerialsprovided.The
cover letter should be signed by a person who has full authority to bind the Applicant to all terms and
conditions of the response.
Section 2: Company History: The applicant will briefly describe its company history and history of
performingworkasdescribedherein. GiveabriefoverviewoftheapproachandinitialvisionoftheProject
and diversity on the team.
Section 3: Written Narrative: Each applicant must provide a written narrative that discusses their
background and experience with constructing engineered septic systems.
Include a list of and background information for all key members of the development team. Include
identificationandqualificationsofeachmemberofthedevelopmentteamandforallpersonsorentities
that will engage in the Project.

* Identify the full legal name of the development, design, and other firms or individuals who
comprise the Applicant for the purposes of responding to this RFQ.
* Identify the Applicant's type of corporate entity and identify the team members who will
undertake financial responsibility for the Project.
* Asummaryoftheavailabilityofeachoftheprincipalmembersofeachfirmandtheiravailability
to commit to the Project.
* Resumes for all key personnel
* For Applicants comprised of multiple firms, describe experience of the firms and key personnel
successfully working together to deliver relevant development projects.
* For each firm, provide at least three (3), and no more than five (5), examples of projects
completed within the last five years that demonstrate relevant construction experience.
* Foreachexample,includedateandlocationofwork,client,relevancetothissolicitation,anda
description of how the project met schedule and budget expectations.
* Previous community engagement experience should be identified, including any relationships
with governmental entities or community organizations on similar projects.
* Providethree(3)businessreferencesfamiliarwiththesubmittingfirmsandtheirworkonprojects
describedinthissectionofyoursubmission,includingonefinancialinstitution.Foreachreference
include a contact name, company, phone, email, and the types of services provided.
* Theapplicantmustprovideproofofinsuranceandlicensingrequirementsasstatedinthelistof
qualifications.
Section 4: Signed signature sheet located at the end of this document.
5.0 EVALUATION CRITERIA
LettersofSubmittalreceivedwillbeevaluatedandrankedintheorderoftheapplicantsmostlikelytomeet
the needs of the County and satisfy the requirements described in this RFQ.
A. The ability to provide license and insurance documentation (20)
B. The ability, capacity, and skill of the applicant to provide the services within the time
specified (20)
C. Experience and qualification of personnel assigned to perform the services (20)
D. Past involvement with similar projects in the Commonwealth of Virginia (10)

F. Overall quality, clarity, and completeness of the letter of submittal (20)
TheevaluationoftheLetterofSubmittalshallresultinashortlistofatleasttwo(2)Offerorstoreceive
the Design-Build RFP from the County. An applicant may be denied prequalification only as specified
under2.2-4317orthosecapabilitiesorqualificationsbeyondlicensuresetoutintheRFQ,buttheshort
listshallconsistofthosedeemedbestqualified. ItispossibleforanOfferortobefoundqualified,butnot
be selected to the short list.
Onceontheshortlist,theOfferorwillbeprovidedwiththeDesign-BuildingRFPandgivennolessthan30
days to prepare a submission to the County.

8.0 AWARD CRITERIA AND CONTRACT TERM
TheCountywillissuealetterofpre-qualificationtoaminimumoftwoapplicantsthatqualifyaccording
to the criteria outlined above.
9.0 REPORTING AND DELIVERY INSTRUCTIONS

Questions and answers will be posted on the County's website.
It is the responsibility of the applicant to ensure that their letter of submittal reaches the
appropriate office prior to the date and time of closing. Late bids will not be accepted.
10.0 GENERAL TERMS AND CONDITIONS
10.1APPLICABLE LAWS
This solicitation and any resulting contract shall be governed in all respects by the laws of the
CommonwealthofVirginiaandanylitigationwithrespecttheretoshallbebroughtinthestateorfederal
court of appropriate jurisdiction located in the City of Harrisonburg, Virginia.Theapplicant shallcomply
with all applicable federal, state and local laws, rules and regulations.

10.2ANTI-DISCRIMNATION
By submitting their proposals, Offerors certify to the County that they will conform to the provisions of
theFederalCivilRightsActof1964,asamended,aswellastheVirginiaFairEmploymentContractingActof
1975,asamended,whereapplicable,theVirginiansWithDisabilitiesAct,theAmericansWithDisabilities
Act and 2.2-4311 of the Virginia Public Procurement Act (VPPA). If the award is made to a faith-based
organization, the organization shall not discriminate against any recipient of goods, services, or
disbursements made pursuant to the contract on the basis of the recipient's religion, Religious belief,
refusaltoparticipateinareligiouspractice,oronthebasisofrace,age,color,genderornationalorigin
andshallbesubjecttothesamerulesasotherorganizationsthatcontractwithpublicbodiestoaccountfor
the use of the funds provided; however, if the faith-based organization segregates public funds into
separateaccounts,onlytheaccountsandprogramsfundedwithpublicfundsshallbeSubjecttoauditby
the public body. (Code of Virginia, 2.2-4343.1E).
In every contract over $10,000 the provisions in 1. and 2. below apply:
During the performance of this contract, the applicant agrees as follows:
1. The applicant will not discriminate against any employee or applicant for employment because
ofrace,religion,color,sex,nationalorigin,age,disability,oranyotherbasisprohibitedbystate
law relating to discrimination in employment, except where there is a bona fide occupational
qualification reasonably necessary to the normal operation of the contractor. The applicant
agrees to post in conspicuous places, available to employees and applicants for
employment, notices setting forth the provisions of this nondiscrimination clause.
2. The applicant, in all solicitations or advertisements for employees placed by or on behalf ofthe
contractor, will state that such contractor is an equal opportunity employer.
3. Notices, advertisements and solicitations placed in accordance with federal law, rule or
regulation shall be deemed sufficient for the purpose of meeting these requirements.
4. Theapplicantwillincludetheprovisionsof1aboveineverysubcontractorpurchaseorderover
$10,000, so that the provisions will be binding upon each subcontractor or vendor.
10.3ETHICS IN PUBLIC CONTRACTING
Bysubmittingtheirproposals,Offerorscertifythattheirproposalsaremadewithoutcollusionorfraudand
thattheyhavenotofferedorreceivedanykickbacksorinducementsfromanyotherofferor,supplier,
manufacturer or subcontractor in connection with their proposal), and that they have not conferred on
any public employee having official responsibility for this procurement transaction any payment,
loan, subscription, advance, deposit of money, services or anything of more than nominal value,
present or promised, unless consideration of substantially equal or greater value was exchanged.
TheOfferorshallidentifyanyactualorpotentialconflictsofinterestthatexist,orwhichmayariseifthe
offeror is recommended for award and propose how such conflicts might be resolved.
By their signature on the proposal documents submitted, each Offeror attests that their agents and
employees,tothebestoftheirknowledgeandbelief,havenotinanywaycolludedwithanyoneforandon

behalfoftheofferor,orthemselves,toobtaininformationthatwouldgivetheOfferoranunfairadvantage
over others, nor have they colluded with anyone for and on behalf of the offeror, or itself, to gain any
favoritism in the award of this Request for Proposal.
10.4IMMIGRATION REFORM AND CONTROL ACT OF 1986
By submitting their proposals, Offerors certify that they do not and will not during the performance of
this contract employ illegal alien workers or otherwise violate the provisions of the federal
Immigration Reform and Control Act of 1986.
10.5 ANTITRUST
Byenteringintoacontract,thecontractorconveys,sells,assigns,andtransferstoRockinghamCountyall
rights,titleandinterestinandtoallcausesofactionitmaynowhaveorhereafteracquireunderthe
antitrust laws of the United States and Rockingham County, relating to the particular goods or services
purchased or acquired by Rockingham County under said contract.
10.6 CLARIFICATION OF TERMS
If a bidder has questions about any specifications or other solicitation documents, the Offeror should
contacttheCountynolaterthantenworkingdaysbeforetheduedate. AnyrevisionstothisRFPwillbe
made only by an addendum issued by the County.
10.7 PAYMENT
Payment will be made upon completion of the project.
10.8 QUALIFICATIONS OF OFFERORS
TheCountymaymakesuchreasonableinvestigationsasdeemedproperandnecessarytodeterminethe
ability of Offerors to perform the services required. The Offeror shall furnish to the County all such
information and data for this purpose as may be requested. The County reserves the right to inspect
Offeror's physical facilities prior to award to satisfy questions regarding the offeror's capabilities.
TheCountyfurtherreservestherighttorejectanyproposaliftheevidencesubmittedby,orinvestigations
of,suchOfferorfailstosatisfytheCountythatsuchOfferorisproperlyqualifiedtocarryouttheobligations
of the contract and to provide the services contemplated.
10.9 TESTING AND INSPECTION
TheCountyreservestherighttoconductanytestorinspectionitdeemsadvisabletoassureservicesconform
to the RFQ.
10.10 CHANGES TO THE CONTRACT
Changes can be made to the contract in any of the following ways:
1. Thepartiesmayagreeinwritingtomodifythescopeofthecontract. Anincreaseordecreasein
the price of the contract resulting from such modification shall be agreed to by the parties as a
part of their written agreement to modify the scope of the contract.
2. The County may order changes within the general scope of the contract at any time by written
noticetothecontractor. Changeswithinthescopeofthecontractinclude,butarenotlimitedto,

thingssuchasservicestobeperformed,themethodofpackingorshipment,andtheplaceof
delivery or installation. The contractor shall comply with the notice upon receipt. The
contractorshallbecompensatedforanyadditionalcostsincurredastheresultofsuchorderand
shallgivetheCountyacreditforanysavings.Saidcompensationshallbedeterminedbyoneofthe
following methods:
a. By mutual agreement between the parties in writing; or
b. Byagreeinguponaunitpriceorusingaunitpricesetforthinthecontract,iftheworkto
bedonecanbeexpressedinunits,andthecontractoraccountsforthenumberofunitsof
work performed, subject to the County's right to audit the contractor's records or to
determine the correct number of units independently.
10.11 INSURANCE
By signing and submitting a proposal under this solicitation, the Offeror certifies that if awarded the
contract, it will have the following insurance coverage at the time the contract is awarded. For
construction contracts, if any subcontractors are involved, the subcontractor will have workers'
compensation insurance in accordance with 2.2-4332 and 65.2-800 et seq. of the Code of Virginia.
The Offeror further certifies that the contractor and any subcontractors will maintain this insurance
coverageduringtheentiretermofthecontractandthatallinsurancecoveragewillbeprovidedbyinsurance
companies authorized to sell insurance in Virginia by the Virginia State Corporation Commission.
MINIMUM INSURANCE COVERAGES AND LIMITS REQUIRED FOR MOST CONTRACTS:
1. Workers' Compensation - Statutory requirements and benefits. Coverage is compulsory for
employersofthreeormoreemployees,toincludetheemployer.Contractorswhofailtonotifythe
County of increases in the number of employees that change their workers' compensation
requirements under the Code of Virginia during the course of the contract shall be in
noncompliance with the contract.
2. Employer's Liability - $100,000.
3. Commercial General Liability - $1,000,000 per occurrence. Commercial General Liability is to
include bodily injury and property damage, personal injury and advertising injury, products and
completedoperationscoverage. RockinghamCountymustbenamedasanadditionalinsuredand
so endorsed on the policy.
4. AutomobileLiability-$1,000,000peroccurrence.(Onlyusedifmotorvehicleistobeusedinthe
contract.)
10.12DRUG FREE WORKPLACE
Duringtheperformanceofthiscontract,thecontractoragreesto(i)provideadrug-freeworkplaceforthe
contractor's employees; (ii) post in conspicuous places, available to employees and applicants for
employment, a statement notifying employees that the unlawful manufacture, sale, distribution,
dispensation,possession,oruseofacontrolledsubstanceormarijuanaisprohibitedinthecontractor's
workplace and specifying the actions that will be taken against employees for violations of such
