The City of Ithaca is requesting professional services to perform a Condition Assessment Report for Green Street Parking Garage requested by the City of Ithaca and the Ithaca Fire Department. Green Street Parking Garage is located a single threaded helix PT Reinforced Concrete design consisting of seven levels and approximately 460 parking spaces. The consultant shall provide engineering services related to the following engineering/Inspection tasks:

Engineering Condition Assessment 

Scope of Services:

Document Review/Research

Review original documentation including original design drawings, shop drawings, specifications, previous evaluation reports, previous repair documents, etc. Comprehensive review of the original design and the history of the parking garage, including previous design modifications, maintenance history, and repairs.

2.Onsite -Evaluation

Review the general structural condition of the parking deck, including concrete columns, floor slabs (top and bottom side of structural floors), curbs, beams, walls, faade panels and structural connections and reinforcement.

Review the existing joint sealants, expansion joints, faade, sealants and waterproofing coatings.

Limited review of architectural systems such as stairways, barrier strands, decorative panels, stair towers glass windows and enclosures, etc. 

Limited review of MEP systems such as elevators, stairs, lighting fixtures/system & floor storm drainage system/components

Limited review of fire suppression systems and safety components such as fire extinguishers cabinets/fire extinguishers, standpipes or sprinkle system, emergency doors/access, flood lights, etc.

 If any immediate structural or other safety concerns are identified during our field evaluation, we will notify the owner immediately, or as soon as is practical.

Condition Survey Report

The generation of a Condition Assessment Report should follow and be prepared in accordance with the requirements of:

Subsection J

 Prepare a written letter report, with photographs, summarizing the field investigation, research, and analysis, and providing recommended repairs. The report will include:

An evaluation and description of the existing condition of the parking deck, wall, columns and beams.

Photographic documentation of conditions and deficiencies observed within the decks and other structural elements.

A cost estimate with probable construction costs for the recommended repair program(Repair Program Items distributed on a timeline).

The Proposal shall include attached Schedules A, B and C(Scope of Services, Proposed Schedule & Professional Fees and Billing Rates that may apply for additional service.

Requirements

The selected consulting firm shall provide the following services:

Structural Inspection/assessment of beams/columns/slabs   to provide recommendations on Periodic maintenance program and necessary repairs.

    Recommendations report should include: 

Assessment findings by visual inspection and any other structural inspection method provided to determine structural deficiencies, damage and actual useful life determination on the summarized review explanation. Provide a comprehensive list of all the possible structural damage conditions observed and identified on the structural elements of interest.

Breakdown of structural elements(Beams, columns, slabs, etc.) repair/replacement alternatives with their respective scope of work cost estimate for each specific case.

Reference Material

The Consultant will have access upon request to any existing documents, drawings, existing building condition information and building/space site visit permission as needed for the preparation of their proposal.

Submission Requirements
Please submit three (3) copies of the following:
Names, position in firm, resume and project assignment of personnel assigned to this project.
Names, resumes and references for any sub-Consultants with whom the Consultant intends to partner (Structural Steel or Concrete Repair Contractor).
Description of how the project team will approach each of the major tasks described above.  Include a description of how the team will be organized, who will perform each of the tasks, amount of time the team expects to expend on each task and what the finished product will be. If additions to this scope of services is recommended, please submit a cost for each. The owner will consider such suggestions and weigh the value and the project budget in making a decision. Though not included on this initial scope of work, please submit qualifications and consultant experience for repair and construction services. The City might consider those services and incorporate them as a change of scope or as part of a supplemental agreement of the original Scope.
Provide a list of projects currently underway in your office and include basic information regarding the scope of each project.
Provide a brief description of projects you have completed that are similar to this project.  Include a reference for the Owner/user of the project.
Please submit your proposal for Professional Services in the following format.  For each phase of the work the Consultant shall propose a time of completion (in weeks).  It is the intention of the Owner to have the services performed as expeditiously as possible.  The Consultant will not be held responsible for delays caused by the Owner. The agreement for professional services will provide a not-to-exceed amount for the services. All work shall be performed for a fee equal to payroll costs times a factor to provide for overhead, other costs and profit with an upset as noted.  Approved reimbursable expenses and outside services shall be billed at 1.0 times direct costs.
