The City of Gardner is requesting proposals from vendors with expertise in pavement assessment and pavement management to perform a Pavement Condition Index (PCI) survey to analyze and inventory the existing conditions of all City maintained roadways.  In addition to the PCI, the selected firm will develop and furnish a Pavement Management Program to provide recommendations to optimize short-term and multi-year street maintenance and reconstruction projects based on available budget scenarios.

THIS ADDENDUM ADDS, CHANGES, OR CLARIFIES THE FOLLOWING:
Change to the RFP:
The 165 lane miles of road did not include the approximately 80 lane miles of arterial.
The total lane miles of road should be approximately 245 lane miles.
Clarifications to the RFP:
1. The cover page and table of contents are excluded from the 10-page limit.
2. The 245 lane miles of road consists approximately of 80 lane miles of arterial, 30 lane
miles of collector, and 135 lane miles of local.
3. We do not have specific details for data collection of additional infrastructure assets at
this time other than we could expand the scope to include assessments of the condition
and ADA compliance of sidewalk, trails, and ramps, along with the condition of the curb
and gutter.
4. The trails are either asphalt or concrete and are generally 8’ and 10’ wide and the length
given is the estimated total miles of sidewalk and trail.
5. The software purchase can be vendor provided or City purchased, but if it is to be City
purchased the funds required will be deducted from the available budget which is not to
exceed $120,000.
6. The City's preference is that the software is capable of running budget scenarios at any
point in time that priorities or funding may change. The vendor/consultant is anticipated
to provide one-time pavement condition data collection and then provide or recommend
management software that can import and manage this data.
