Removal and disposal of the wreck of the barge “Chevery”

The Marine Environmental and Hazards Response (MEHR) Program of the Canadian Coast Guard (CCG), Central Region, completed an initial risk assessment of a vessel of concern located in Chevery, QC on September 16th 2020. Following this visit, it was determined that the barge posed a danger to the health, safety, and welfare of the public. In March 2025, the CCG obtained an environmental assessment that described the site conditions, potential issues, and mitigation recommendations for disposal of the wreck. It was decided to proceed with the removal of the wreck in order to eliminate the issues and hazards identified in the 2020 site assessment and the 2025 environmental assessment.

Description of required work

•        Remove all submerged and immersed parts of the wreck:

The wreck must be removed exclusively by sea using the necessary means to dismantle the vessel in place from a work platform in the water. No shore access is possible.

Only those parts of the wreck not buried in the seabed are to be removed by cutting at seabed level. The project authority will give permission if buried parts can be removed.

Mitigation measures must be put in place to minimize the risk of environmental hazards caused by excavation and dismantling work. (see non-exhaustive list in Section 4)

Mitigation measures must be put in place prior to the start of work.

•        Disposal of removed wreck:

The contractor shall dispose of the removed wreckage and other debris at a facility designated for this purpose. The contractor must provide written proof of such disposal.

•        Preparation of a report and photographic documentation of the project, from start to finish.

Period of the Contract

The period of the Contract is from Contract award until September 30, 2025.

Security

No Security clearance required, escort required at DFO sites, except for public zones.

Trade Agreements

The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, World Trade Organization–Agreement on Government Procurement (WTO-GPA), and the Canadian Free Trade Agreement (CFTA).

Mandatory Requirements

Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.

Mandatory Criteria

M1        Bidders must have completed at least two (2) vessel recovery projects of at least 15 metric tons or two (2) vessel disposal projects of at least 15 metric tons within the last ten (10) years from the date of bid closing:

M2        Bidders must include a detailed plan for each phase of the project and a list of mitigation measures to be implemented that will enable them to carry out the tasks described in the Statement of Work. The vessel disposal plan must, at a minimum, describe the proposed step-by-step methodology for the following:

a)          A preliminary schedule in accordance with the timelines provided in section 2.5 of the Statement of Work which includes:

i.        Mobilization, dismantling of the vessel, loading and transportation of waste from the site;

ii.        Arrival of waste at approved disposal site and completion of all other deliverables.

b)        inspect the wreck, including testing requirements, before work begins

c)        dismantle the vessel on site

d)         remove and contain liquids prior to transport.

e)         prepare and secure the wreck (or vessel parts) for transport

f)         transport building to Secured Site or Approved Site); and

g)         prepare and dispose of the waste

For each step, any equipment, machinery or environmental protection measures required must be identified.

Comprehensive Land Claim Agreements

This procurement is not subject to any Comprehensive Land Claims Agreement

Selection Method

The basis of selection is Highest Compliant Combined Rating of Technical Merit and Price.

A contracting officer can use limited tendering for specific reasons outlined in the applicable trade agreements. The reason for this contract is described below:
