ADDENDUM NO. 3

Dear Proponents,

This addendum is issued to reflect the following immediately. It shall be the responsibility of

interested Offerors to adhere to any changes or revisions to the RFP as identified in this Addendum

No. 3. This documentation shall become permanent and made part of the departmental files.

When is this project expected to go to bid for contractors?

A subsequent solicitation will not be issued to select project contractors. The

selected Offeror is responsible for completing the design and installation of EV

equipment at each location.

Our standard purchase terms are 50% upfront and 50% upon completion. Is

that a reasonable expectation?

No. Payment will be dispersed when phases of the project are completed.

What is the start date and deadline for the project?

The anticipated project schedule is to commence in August 2026, with all work

to be completed by June 15, 2028.

Is there a phase order for specific locations to be completed?

It is up to the selected Offeror to determine the timing of location specific work.

Project activities will be defined by two phases a design phase and a build

phase. The selected Offeror will be required to complete both phases and a

separate solicitation will not be issued for construction activities.

What is the payment structure? Outline payment phases.

See answer to question No. 4. The awarded contractor will be paid upon

completion of each design and construction phase, upon verification by the

County that the work is completed.

Is it the intent of this RFP to finance this project, then recoup costs of the

project through the proceeds received from the EV chargers?

No. The selected Offeror will own and maintain EV chargers and

infrastructure. Any proceeds received from the EV Chargers may be negotiated

with the selected Offeror during contract negotiations.

As stated in “Additional Improvements” traffic signs and posts. Please explain

in more detail what this consists of.

Traffic signs refers to aluminum road signage indicating the presence of an EV

charger while posts refer to 5’ sign-posts used to secure traffic signs.

Additional information concerning the number of traffic signs and posts

anticipated to be installed at each project site is included within the

supplementary materials.

Will Exhibit B (Technical Specifications) be issued in a subsequent addenda?

Technical Specifications will not be issued in subsequent addenda. The

selected Offeror is expected to design the specifications and install the EV

Charging Stations.

Will Exhibit A (Project Manual) be issued in a subsequent addenda?

No. The selected Offeror will be expected to prepare the Project Manual along

with the technical specifications for the charging Stations.

Will Attachment A (Bid Sheets) be issued in a subsequent addenda?

Bid sheets will not be issued in subsequent addenda. See Answers No. 8 and

In the RFP under Introduction Item B, there is a statement that the Offeror’s

must have a proven ability to cover the full project cost of $4,214,000.00. Is

this statement asking about bonding capacity, or will the contractor who wins

the project be assumed to be subgrantee?

Yes. Performance and Payment Bonds will be required. Costs will be

reimbursed in phases.

We are assuming that based on Item 14 Implementation Timeline, that this

proposal becomes a Partnership once the proposal is awarded. Please provide

the Partnership Contracts for our legal review?

The proposal will not become a partnership; all roles and responsibilities will

be detailed within the contract. A sample agreement is attached to the

solicitation, Exhibit D contains the standard terms and conditions that each

Offeror must review and accept or provide any exceptions to those terms and

conditions.

What is the financial management scope for the master developer?

There is no financial management scope. Each Offeror must indicate in their

response to the criteria factors that they are qualified and experienced to design

and construct the EV charging stations at various County locations.

Does the County intend for this transaction to be a purchase with County

ownership of the EV chargers and infrastructure.

No. The selected Offeror will be responsible for running and maintaining and

providing data reports for the EV chargers and Infrastructure.

Regarding the RFP statement, “Offeror must have a proven ability to cover the

full project cost of $4,214,000.00”; can you confirm that the County will issue

a PO or contract with customary payment terms?

A purchase order will be issued to selected offeror for the full amount of the

offer, within the stated budget. The awarded Offeror will submit pay

applications based on work completed and the County will pay the contractor

upon verification of work completed.

Will a bond for the total amount be required?

Yes. A Performance and Payment Bond are required for the full amount of the

contract.

During the project, who will be responsible for utility upgrade/additions costs?

The County or the selected contractor?

The County will be responsible to pay for any electrical upgrades during the

project. The selected Offeror will submit a request for any needed electrical

upgrades and the County will determine whether or not to proceed depending

on funding availability and feasibility.

Please add this Addendum No. 3 to the original proposal documents and refer to proposal documents,

hereto as such. This and all subsequent addenda will become part of any resulting contract documents

and have effects as if original issued. All other unaffected sections will have their original

interpretation and remain in full force and effect. Responders are reminded that any questions or need
