City of Calgary - Request for Proposal - 25-1561 Power Systems SCADA…

The City of Calgary (The City) requires a software provider or consulting company joint with a software provider acting as one proponent experienced in Supervisory Control and Data Acquisition (SCADA) control systems to provide a Power Systems SCADA Master (PSSM). This will include, but is not limited to:
•        supply, configuration and installation of the software to The City ‘s specifications and requirements,
•        design, supply, and installation of the hardware required for a redundant SCADA server configuration, a historian server, and a training server which feed operator, administrator/engineering, and training workstations,
•        testing (Factory Acceptance Test (FAT), Post Installation Check Out (PICO), Site Integration Test (SIT), 60-day availability test,
•        cutover from the current SCADA Master in 3 phases below:
o        System operational and real time, control verified, monitoring only, primary control with the current SCADA master
o        Full, parallel operation (monitoring and control) with the current SCADA master,
o        Full operation with the current SCADA master disconnected.
, and
•        provision of a warranty period of one (1) calendar years on all labour and materials and two (2) calendar years on all hardware (including spare parts).

The PSSM will be required to provide the function of real time monitoring and remote control of fifty-one (51) substations, two (2) proposed substations, two (2) maintenance facility traction power rooms, and one (1) portable substation, with ability to expand to future extensions of the system. The PSSM will be installed in the existing Transit Service Centre (TSC).
