Call for Independent Contractor: Digital Content & Social Media Services

The City of Arlington is seeking an independent contractor skilled in social media content creation for the Meet Me in Arlington program, an online destination marketplace supporting small businesses. We are seeking an individual with a passion for the small business community, experience building engaging community profiles, and strong storytelling abilities. Local knowledge of Arlington’s business community is preferred.
Compensation: $1,000/month contract. Work can be performed remotely and includes scheduled on-site visits at local businesses.

Scope of Work
The selected independent contractor will support the City’s Meet Me in Arlington destination marketing platform through digital content creation, social media publishing, business coordination, on-site photography, community sharing, and basic campaign reporting.
1. Tools, Skills, and Style Guide
The contractor should have experience using digital content tools to create quality work efficiently, including Canva or similar platforms for templates, quick graphics, and light edits, as well as photo and video editing tools such as Lightroom, CapCut, or equivalents.
The contractor should also be able to match Meet Me in Arlington’s seasonal look and feel through brand colors, fonts, templates, and short plain-language captions.
2. Social Media Content Creation and Publishing
Create and publish two native social media posts per week for Instagram and Facebook highlighting Meet Me in Arlington businesses, events, promotions, local experiences, and community stories.
Content may include single-image posts, carousels, short-form video, and other photo-based content.
Posts should be created natively for Instagram and Facebook and use appropriate business tags, hashtags, geotags, location-based captions, and campaign messaging to improve visibility, engagement, and consistency across platforms.
3. Reels and Short-Form Video
Produce up to one vertical Reel per week featuring participating businesses, downtown activity, local experiences, seasonal promotions, or Meet Me in Arlington campaign themes, including planning, shooting, and editing short-form vertical content appropriate for Instagram and Facebook.
4. Business Reposts and Shared Content
Share up to two business reposts per week, as appropriate and as content is available, to help amplify participating businesses and relevant community activity.
The contractor will also follow participating Meet Me in Arlington businesses from the campaign account so featured businesses can be tagged, relevant content can be monitored, and business content can be reshared when appropriate.
5. Business Coordination
Coordinate directly with up to four participating businesses per month for content planning, photo opportunities, business information, promotional details, and post accuracy.
The contractor will work with participating businesses to gather accurate information and coordinate scheduled business touchpoints for content creation.
6. On-Site Photography
Capture basic on-site photography during scheduled business touchpoints, including storefronts, owners or staff when available, customer experience, business activity, and community atmosphere.
Photography and content should prioritize authentic, place-based storytelling that reflects real people, active business environments, and the Arlington experience.
Stock image photography used at a minimum.
7. Community Page Sharing
Share relevant campaign content to community pages, when appropriate and allowed by page guidelines.
8. Monthly Reporting
Provide a brief monthly report to Mandy Kruger summarizing content completed, businesses featured or contacted, basic engagement metrics, and recommended next steps.
The monthly report should be submitted by the first business day of each month.
