Turnkey-Engineering, Procurement and Construction (EPC) for New Carbon Coal Electrical Substation

The City of Gallup is soliciting proposals from qualified Engineering, Procurement, and Construction (EPC) firms to provide turnkey delivery of a new 115 kV to 13.2 kV, 30 MVA electrical substation located in the Carbon Coal Road area. The selected contractor shall serve as the single point of responsibility for all phases of project delivery, including engineering and design, permitting and regulatory coordination, equipment procurement, site development, civil and electrical construction, installation, testing, commissioning, startup, project management, training, and project closeout necessary to deliver a fully operational substation.

The project is a key capital improvement initiative intended to improve electric system reliability, increase system capacity, accommodate future load growth, and support continued economic development within the City of Gallup and the surrounding service area. The City seeks a highly qualified EPC contractor capable of providing a fully integrated, constructible, and schedule-driven solution while maintaining clear accountability for project quality, budget, schedule, safety, and successful project execution from initial design through final acceptance.

The Carbon Coal Substation project is being undertaken to support significant existing and anticipated electrical demand within the recently annexed Carbon Coal area of the City of Gallup. Planned developments within the area include a new regional hospital, trade port development, and continued residential, commercial, and industrial expansion, all of which require additional electric infrastructure to provide safe, reliable, and adequate electrical service.

Construction of the new substation is necessary to increase system capacity, improve reliability, maintain operational flexibility, and ensure the City's electric system can meet both near-term service demands and long-term load growth within this expanding service area. The project represents a major capital investment that will strengthen the City's electric distribution system while supporting economic development and critical public infrastructure.

This project is consistent with the City's commitments under the 2024 Supplemental Annexation Agreement, which provides for the coordinated planning, construction, and long-term operation of utility infrastructure necessary to serve the annexed area. The Carbon Coal Substation is a key component of that infrastructure and is essential to supporting future development within the corridor.

Given the size, complexity, and schedule requirements of this project, the City has elected to utilize a turnkey Engineering, Procurement, and Construction (EPC) delivery method. The selected contractor will serve as the single point of responsibility for all aspects of project delivery, providing complete accountability for engineering, procurement, construction, commissioning, and successful delivery of a fully operational substation. The City expects a collaborative approach that emphasizes quality, constructability, cost control, schedule adherence, safety, and effective project management throughout the duration of the project.
