The City of Hendersonville is seeking proposals from interested parties for the restoration and future use of the historic Bradford-Berry House and associated property.

Interested parties should submit a written Letter of Intent (LOI) outlining their proposed restoration plan, intended use of the house and property, proposed business model, and information demonstrating the financial stability of the proposed model. The LOI should indicate the amount of land needed with the house, up to a maximum of 4 acres. Proposals for the use of additional acreage may also be submitted for consideration.

WHY ARE WE ISSUING THIS REQUEST FOR PROPOSAL (RFP):
The city was gifted 13.24 acres of land including the Bradford-Berry home, "the house", as part of a development agreement in 2023. Said property is located behind the Jim 'N Nick's BBQ restaurant at 264 East Main Street. The house has historic significance but needs substantial repair. The city has no current planned use for the house or the 13.24 acres, but desires for the house to be restored in a similar manner, of its original state. The city has been approached by several parties interested in the house and the vacant property. The Board of Mayor and Alderman have passed a resolution to support a partnership with the Bradford Berry Society. The Bradford Berry Society was developed as a grassroots effort to restore the house to its original state. The city has not budgeted for the repairs or restoration of the home and desires that the home be restored without using taxpayer funds. The intended outcome of this RFP is to identify the most beneficial avenue/partner, from the city's perspective, for the restoration of the original Bradford-Berry home (the kitchen and garage are not original). It is the city's expectation that approximately 3 - 4 acres of the land surrounding the house be packaged up with the house. The remaining 9-10 acres is not intended to convey with the house. However, this is only the city's expectation based on the feedback from interested parties, the city does not intend to exclude or limit proposals that fall outside of this expectation, submit proposals accordingly.
WHAT THE CITY EXPECTS IN THE PROPOSAL:
The city expects written Letters of Intent (LOI's) to be submitted outlining how the applicant intends to restore the Bradford-Berry house and how the house and land are going to be used. The city board has not indicated a preference on the ultimate use of the house or the land, other than a consensus for the restoration of the house. It is not intended that this RFP constrains what is contemplated in the LOI, however the LOI should include the proposed business model and information relevant to the stability of the model, particularly the financial stability. The city board can evaluate each proposal on its individual merits. The LOI should indicate how much land is needed along with the house, up to a maximum of 4 acres. Additionally, if the applicant wishes to supplement the LOI with a supplemental proposal for the use of the additional acreage (13.24 acres total), either in part or in whole, the board could also consider the supplement. However, it is expected that priority will be given to the applicant

The city will evaluate the proposals and choose the proposal that provides the city with the most value.
INSURANCE REQUIREMENTS:
The city will require insurance if an agreement is reached. For reference the minimum insurance
requirements are:

Disease, policy limit $1,000,000
Disease, each employee: $1,000,000
General Liability:

Proposals shall be submitted under one cover and shall be submitted on no more than 20 ~ 8 12" x 11" single
sided pages (including the cover page and table of contents). All proposals must be received by the City
of Hendersonville on or before 4:00 p.m. CST, September 14, 2026, and the project name, Bradford
Berry House, should be referenced on the submittal. The proposal shall include qualifications of the
firm or individual submitting the proposal. The proposal should also acknowledge receipt of the
Addendum if one is published to the city website.
