1. INTRODUCTION
The Town of Hope Mills is soliciting Request for Qualifications (RFQs) from qualified engineering firms to provide
professional engineering services related to the Bretton Woods Drive Resurfacing Project.
The selected firm will assist with planning, design, bidding, and construction administration for roadway
resurfacing, rehabilitation, and associated infrastructure improvements.
2. PROJECT BACKGROUND
This project encompasses approximately 2220 linear feet of roadway; 26 feet wide measured back of curb to
back of curb. Curbing on this roadway is typical asphalt wedge. Utilities to consider during this project include
sanitary sewer, domestic water, and stormwater systems.
Services under this RFQ will support (as needed):
Asphalt resurfacing (mill and overlay)
Full-depth reclamation (FDR)
Base repairs and patching
Minor drainage improvements as needed
Pavement marking and striping
3. SCOPE OF SERVICES
The selected firm may be tasked with providing some of all of the following services:
a. Survey and Data Collection
Field verification of roadway conditions
Limited topographic survey (as needed)
Utility identification and coordination
b. Design & Plan Preparation
Milling and resurfacing plans
Base repair details
Pavement marking plans
Drainage improvements (minor)
c. Bidding and Procurement Support
Preparation of bid documents and specifications
Assistance with advertisement and pre-bid meetings
Bid tabulation and recommendation of award

d. Construction Administration
Shop drawing review
Responses to RFIs
Periodic site visits
Materials testing
Pay application review
Final inspection and punch list
4. SUBMITAL REQUIREMENTS
Firms may submit a hard copy of digital PDF including:

Understanding of municipal paving programs

5. EVALUATION CRITERIA
Submittals will be evaluated based on:

Experience with similar projects (30%)
Qualifications of staff (25%)
Project approach and understanding (20%)
Past performance/references (15%)
Familiarity with local/state requirements (10%
6. SELECTION PROCESS
The Town will follow a qualifications-based selection (QBS) process in accordance with North Carolina General
Statutes (Mini-Brooks Act).
7. SUBMITTAL DEADLINE
Statements of Qualifications must be received by: 2 PM, Thursday, June 4, 2026

The selected firm must maintain appropriate insurance coverage
9. INSURANCE REQUIREMENTS
The selected firm shall provide:
