The purpose of this Development Opportunity by the City of Harrisonburg, Virginia (City) is to solicit unsealed proposals from development firms to develop, own and operate approximately 200 to 220 units of affordable, income-and rent-restricted rental housing on approximately 7.825 unimproved acres of city-owned property (the âNeff Avenue siteâ) located in Harrisonburg, Virginia and further described in Attachment A. To sustainably support high quality affordable housing development, the City plans to grant the land at zero cost to the selected Developer.
