I. DESCRIPTION



This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.



Solicitation number FA524026Q0017 is issued as a request for quotation (RFQ) for Corrosion Control Repair and Paint Services on Guam.



This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.



II. CONTRACT LINE-ITEM NUMBERS (CLINS) are firm-fixed price (FFP) as shown in the attached SF1449 titled Solicitation - FA524026Q0017 and Attachment 2 - Price List.



III. DESCRIPTION OF SERVICE



The primary objective of this contract is to provide comprehensive corrosion control services for AGE and MUNS Trailers. To achieve this, the contractor shall perform complete corrosion removal, surface preparation, and coating applications in strict accordance with the applicable Technical Orders. Furthermore, the contractor shall replace corroded hardware as specified in the applicable Technical Order or as directed by the COR, provided the material cost for replacement hardware on any single asset does not exceed the Micro-Purchase Threshold (MPT) defined in the Federal Acquisition Regulation (FAR). The contractor shall conduct repairs according to the repair level identified during the initial joint inspection or subsequent repair process. Finally, the contractor shall adhere to all established equipment pickup and return timeframes to ensure minimal disruption to Government mission operations. The contractor shall not perform any out-of-scope work; if the COR requests work outside the scope of this contract, the contractor must immediately notify the Contracting Officer (KO) before proceeding.



The contractor shall provide a skilled labor force capable of performing comprehensive corrosion control, including metal repair (welding and fabrication), fiberglass rework, plastic structure restoration, composite repairs, and painting. Personnel shall possess and maintain all required qualifications and certifications in accordance with paragraph 6.5 of the PWS. The contractor shall utilize sufficient surface preparation equipment and methods to remove existing coatings and ensure optimal adhesion and bonding of new paint systems, all while performing corrosion removal without compromising the structural integrity of the assets. All equipment restoration, painting, and coating applications shall be performed in accordance with applicable technical data and Occupational Safety and Health Administration (OSHA) regulations. The contractor shall ensure the safety and accountability of all personnel and shall provide all required personal protective equipment. Required service details will be defined at the Task Order level.



IV. PLACE AND PERIOD OF PERFORMANCE



Place of Performance:



The work to be performed under this contract will be performed at the contractor’s facility on Guam, however exceptions for another location on Guam may apply which will be specified at the task order level.



Period of Performance:



The ordering period for this contract is five (5) years. The period of performance for any order shall not extend more than six (6) months beyond the end of the ordering year in which it is placed; the established rates for that ordering year shall apply to that order. In no event shall any period of performance extend more than six (6) months beyond the expiration of the final ordering period; resulting in a maximum contract lifecycle of five (5) years and six (6) months. The ordering period concludes at the end of five (5) years or when the cumulative value of all issued orders reaches the IDIQ ceiling, whichever comes first.



V. SOLICITATION PROVISIONS AND CONTRACT CLAUSES

VI. QUOTE DUE DATE/TIME:



To be considered for award, quotes must be emailed to: gary.scullin.1@us.af.mil, thomas.houle.4@us.af.mil and elena.gifford.1@us.af.mil no later than 11:00 A.M. Chamorro Standard Time (ChST) on 21 August 2026. (Note: .zip files are not an acceptable format for the Air Force Network. It is the vendor’s responsibility to confirm receipt of quote.)



VII. OPTIONAL SITE VISIT



An optional site visit for interested Offerors will be conducted on 11 August 2026. Please see Attachment 4 Site Visit Details and Instructions.



VIII. AMENDMENTS



7/28/26: Amendment 0001 - The purpose of this amendment is to update Attachment 2 - Price List due to a technical permissions access issue. Reference Attachment 2 - Price List - Corrosion Control_23Julv2.
