Intent to Sole Source - Definitive Cost Estimating Data

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS.

The General Services Administration, Public Buildings Services (GSA/PBS), Office of Project Delivery intends to make a sole source, Firm-Fixed-Priced (FFP) contract award to R.S. Means Company LLC, utilizing FAR Part 15, Contracting by Negotiation procedures, and authorized under 41 U.S.C. 3304(a)(1) and FAR 6.302-1, for this procurement permitting other than full and open competition when only one responsible source exists, and no other supplies or services will satisfy agency requirements. R.S. Means Company LLC will provide definitive cost estimating data for NCMT module for five (5) years of service (one (1) base year period, and four (4) option year period).

GSA requires highly detailed cost-estimating data to support accurate, independent government estimates, cost analysis, and cost control for various operational levels—central, regional, and field offices. This data is essential for effective contract management and construction oversight within PBS. Specifically, GSA seeks:

• Detailed, line-item-based construction costs


• Systems-based construction cost data


• Facility operations and maintenance cost estimates

This data ensures accurate, timely estimates that address design, construction, and operational complexities, guaranteeing optimal taxpayer value. It supports construction projects, building maintenance, and operations within GSA.

R.S. Means Company LLC is the only provider with the data configuration and structure that can meet GSA needs in delivering the data needed for GSA’s custom developed National Cost Management Tool/Definitive Estimating System (NCMT/DES). The intent is to procure through sole source using other than full and open competition procedures pursuant to the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.

Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by December 12, 2024; (noon) 12:00PM ET. The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
