Carroll County Government (County) is soliciting proposals from qualified vendors with in-depth knowledge and expertise in providing group Medical and Prescription Drug benefits to eligible employees and non-Medicare retirees effective January 1, 2026. Medicare retirees are covered under a Medicare Advantage Prescription Drug Plan and are not included in this solicitation.
