    Sealed bids will be received at the City of Thomasville, Purchasing Department, located at 111 Victoria
    Place, Thomasville, Georgia, 31792, or mailed to P.O. Box 1540, Thomasville, Georgia, 31799, until
    11:00 AM EST, on April 21, 2026, for the purchase of ONE (1) TELESCOPIC ARTICULATING AERIAL
    DEVICE with MATERIAL HANDLER to be utilized by the Electric department.
    Bid shall be made on blanks furnished, placed in a sealed envelope clearly marked "ITB #2026-
    201: ONE (1) TELESCOPIC ARTICULATING AERIAL DEVICE with MATERIAL HANDLER", by the
    opening date and time and mailed or hand-delivered to reach the Purchasing Department on or
    before the appointed time.
    All persons and entities submitting bids are hereby notified that the City of Thomasville reserves
    the right to seek new bids to accept or reject any or all bids, in part or in whole, to waive minor
    irregularities, technicalities, and/or informalities in proposing, and to award a contract in part
    or as a whole as deemed to be in the best interest of The City of Thomasville. The City of
    Thomasville gives further notice that the lowest bid will not necessarily be considered the best bid, and
    the City reserves the right to select the bid deemed to be in the best interests of the City. If no acceptable
    bid is received The City of Thomasville also reserves the right to re bid at its sole discretion.

    The bids will be opened publicly and read aloud at the scheduled time in the Purchasing
    Department located at 111 Victoria Place, Thomasville, Georgia, 31792. Bid pricing should remain
    effective for sixty (60) days after the bid opening.
    Questions regarding the specifications of this bid should be emailed to

    solicitation, other than inquiries to the specific Procurement Agent noted above may be
    grounds for elimination from the selection process.

    It shall be the intent of these specifications to describe the minimum requirements of a complete
    TELESCOPIC ARTICULATING AERIAL DEVICE with MATERIAL HANDLER. The equipment shall
    be new and the manufacturer's standard model in current production, including all standard features,
    accessories and warranties. The equipment shall meet the minimum specifications and requirements
    listed below.
    These specifications are intended to establish the class of products required, therefore, only deviations
    which do not affect form, fit or function of the equipment will be considered, and such considerations
    shall be at the sole discretion of the City. The specifications are describing and stating the minimum
    capacities, materials, and qualities of equipment needed and required to perform a certain job. All bid
    offers that meet the intent of the specifications will be given full consideration. In all cases where the
    equipment offered does not meet the requirements as specified, the variance must be pointed out in
    the bid submission to permit full review and consideration. Bidder is required to furnish a copy of the
    manufacture specification and performance data for the specialized unit submitted for bid. Unless
    otherwise stated, the use of manufacturer's name and product numbers is for descriptive purposes and
    establishes general quality levels only. They are not intended to be restrictive. Bidders are required to
    state exactly what they intend to furnish; otherwise, it is fully understood that they shall furnish all the
    stated items.
    Bid below the total price to provide the products as indicated in this detailed list. For each item, please
    place an X in the appropriate space (Yes or No) to signify whether you are in complete compliance with
    the specification. Truck will be delivered to City of Thomasville Fleet Maintenance Shop located at
    923 Davenport Drive, Thomasville, GA 31792.
    GENERAL REQUIREMENTS:
    1. Design: The unit shall be of the latest manufacture, of current design and production.
    The specialized unit shall be fully assembled with modifications made to enable the unit
    to function reliably and efficiently for sustained operation. Unit purchased shall be
    designed to permit accessibility for maintenance and repair purposes with minimal
    disturbance to applicable components or assemblies.
    2. Manuals: The dealer shall be required to supply the unit at the time of delivery with two
    (2) complete sets (in English), maintenance, repair, drivability, parts and add-on
    equipment manuals. It would be preferable to receive manuals in "CD" format where
    available.
    3. Equipment: In all cases where the manufacture has a selection of equipment
    considered either standard or heavy-duty, such as cooling systems, suspension, engine,
    transmissions and so forth, the unit being purchased shall be quoted and noted to be
    delivered with such heavy-duty items being included.
    4. Safety: Complete unit shall meet or exceed current Federal and "DOT" standards per
    manufacture, unless otherwise noted in bid proposal.
    5. Repair Parts: Equipment offered shall have established sources offering a full line of
    spare/repair parts available to purchaser.
    6. Delivery: The unit shall be delivered complete with a full tank of fuel. No vendor or
    dealer advertising logos or decals shall be affixed to the unit prior to delivery. The unit is
    to undergo pre-delivery inspection by the vendor/dealer.
