SECTION 1 - INTRODUCTION AND PROJECT BACKGROUND
1.1 Purpose
Taylor County Board of County Commissioners (the "County" or "BOCC") issues this Request for Qualifications
(RFQ) to solicit Statements of Qualifications (SOQ) from qualified professional design, engineering, and
permitting firms for the Hodges Park Rehabilitation at Keaton Beach ("the Project"). This RFQ solicits design,
engineering, and permitting services only; it does not solicit construction services or construction pricing. The
County will shortlist qualified firms through this RFQ process and negotiate with the highest-ranked firm for a
Design Services Agreement. Construction of the design elements produced under this engagement will be
competitively procured by the County under a future, separate solicitation once the design is complete and all
Special Award Condition (SAC) No. 7 Pre-Construction Requirements are satisfied and accepted by the Gulf
Consortium and RESTORE Council.
1.2 About Taylor County
Taylor County is a coastal political subdivision of the State of Florida located on the Gulf of Mexico along the
Florida Big Bend. The County seat is Perry, Florida (201 E. Green Street). Taylor County has one of the longest
contiguous coastlines in Florida on the Gulf; Hodges Park at Keaton Beach is the County's only public beach, and
is essential to tourism and economic development and recovery.
1.3 Funding Authority and Award
This Project is funded through the RESTORE Act Spill Impact Component (33 U.S.C. 1321(t)(3); 40 CFR Part
1800), Gulf Coast Restoration Trust Fund. The Gulf Consortium - a legal entity organized under 163.01,
Florida Statutes - is the pass-through entity. Taylor County is the Subrecipient under:

Total Subrecipient Award: $1,765,495.00; CFDA 87.052
The State of Florida State Expenditure Plan (FSEP) was approved by the RESTORE Council on October 1, 2018.
The County is obligated to expend all grant funds through competitive procurement in compliance with 2 CFR Part
200, the Gulf Consortium Subrecipient Policy and Grant Manual, and all applicable federal, state, and local
procurement laws. No grant funds may be used to fund County staff involved in overseeing the Project. The
County is responsible for all bid document preparation and advertising costs.
1.4 Project Funding Summary
The Financial Assistance Award funds the full Hodges Park Rehabilitation Project - the professional design,
engineering, and permitting services solicited under this RFQ, and the subsequent construction of the approved
Project elements. Total Subrecipient Award: $1,765,495.00. Construction funding is federally restricted and
cannot be drawn until the County satisfies the SAC No. 7 Pre-Construction Requirements described in Section
1.5; construction will be competitively procured under a separate, future solicitation once those requirements are
met. This RFQ does not solicit or price construction work, and respondents should not include construction cost
proposals in their SOQ. Budget category transfers of less than 10% of the total award require a Change Order;
transfers exceeding 10% require a formal Amendment with prior written approval of the Gulf Consortium and
potentially the RESTORE Council (Subrecipient Agreement 27). All costs must be eligible and allowable under
31 C.F.R. Part 34, 2 C.F.R. Part 200, and the RESTORE Council Financial Assistance Standard Terms and
Conditions (August 2015).
1.5 CRITICAL: Special Award Condition No. 7 - Design & Pre-Construction Deliverables
Federal construction funds are being withheld by the RESTORE Council and will not be released until the Gulf
Consortium Grants Office receives and accepts in writing ALL of the following (see the Funding Authorization
table for the current restricted and ASAP-authorized amounts). Producing these deliverables is the core scope of
the services solicited under this RFQ:
(a) Certification that the County holds clear title to or has control of all project real property, with no material
restrictions or encumbrances (2 CFR 200.311)

(b) 100% complete engineering and design plans and specifications for all Project elements, stamped and
signed by a qualified, registered Professional Engineer currently licensed in Florida
(c) Evidence of receipt of all federal, state, and local permits necessary for construction, completion, and
operation of the Project
(d) Evidence of ADA compliance for all improvements to be designed and, later, constructed under the
Project
(e) Floodplain documentation: (i) 30-day public notice period expiration (if property is in 100-year floodplain);
(ii) written confirmation from the State/local Floodplain Manager that the project and design plans comply
with all applicable floodplain ordinances/regulations; and (iii) evidence of NFIP participation and flood
insurance as required by the Flood Disaster Protection Act (42 U.S.C. 4002 et seq.)
(f) Construction schedules and cost estimates based on the completed 100% design plans, to inform the
County's future, separate construction procurement
The selected Design Firm is primarily responsible for achieving 100% design completion, obtaining all permits,
and assisting the County in assembling all SAC No. 7 documentation. No construction may commence under this
engagement until the County receives written Notice to Proceed for construction from the Gulf Consortium
confirming RESTORE Council acceptance of all SAC No. 7 documentation, and until the County has separately
and competitively procured a construction contractor.
100% design plan completion (i.e., PE-stamped construction-ready plans and specifications) must be
achieved within 60 calendar days of the Design Services Agreement Notice to Proceed, with no
exceptions. This 60-day requirement applies to plan completion only and does not shorten the time
otherwise required to obtain permits, floodplain confirmation, or other SAC No. 7 deliverables.
1.6 Federal Interest and Estimated Useful Life
Pursuant to Special Award Condition No. 6, the estimated useful life of the Project infrastructure is 25 years, as
proposed by the County and concurred in by the RESTORE Council. During this 25-year period, the RESTORE
Council retains an undivided equitable interest (the 'Federal interest') in all Program or Project Property acquired
or improved with federal funds. The County must administer, operate, and maintain all Project Property
throughout the useful life in accordance with state and local standards. The County may be required to record
notices of the Federal interest on real property. When the 25-year estimated useful life ends, the Federal interest
is extinguished.
As-built GIS files in SHP, GDB, or DGN format with complete ISO-compliant metadata and projection information,
reflecting final project boundaries and features, must be submitted to the Gulf Consortium Grants Office no later
than the Final Performance Outcome Report (SAC No. 5(f)).
SECTION 2 - PROCUREMENT PROCESS
2.1 Advertisement and Notice
This RFQ is advertised per 287.055, Fla. Stat., published in a newspaper of general circulation in Taylor
County, posted on the County's procurement portal and on SAM.gov (required by 2 CFR 200.319). The Gulf
Consortium Required Notice (Section 8.3 of this RFQ) is incorporated herein per Subrecipient Agreement 12(D).
Note: 255.0525, Fla. Stat., which governs advertising for state construction bids and proposals, does not apply
to this solicitation; this procurement is for professional design, engineering, and permitting services and is
governed by 287.055, Fla. Stat. (the Consultants' Competitive Negotiation Act).
2.2 Written Questions
All questions must be submitted in writing to the Procurement Contact - Melody Cox, Grants Writer, Taylor

interpretations are not binding.
2.3 Lobbying Prohibition
No federal appropriated funds may be used to lobby any federal official in connection with this award (31 U.S.C.
1352; Subrecipient Agreement 14).
2.4 Public Records
Pursuant to 119.0701, Fla. Stat., all records submitted become public records upon opening. Respondents
claiming trade secret exemption must mark each claimed page and submit a complete redacted copy to:

2.5 Right to Reject / Protest
The County reserves the right to reject any or all SOQs, waive informalities, cancel or re-advertise at any time,
and request additional information. Written notice of protest must be filed with the County Administrator within 72
hours of posting of a decision (excluding Sat., Sun., and legal holidays); formal written protest within 10 calendar
days thereafter. Governed by Taylor County's procurement ordinance and 120.57(3), Fla. Stat.
2.6 Prohibition Against Considering Social, Political, or Ideological Interests
Pursuant to 287.05701, Fla. Stat., the County may not request documentation of, or consider, a vendor's social,
political, or ideological interests when determining vendor responsibility, and may not give preference to any
vendor based on the vendor's social, political, or ideological interests. This RFQ and its evaluation and award
process will be administered accordingly.
SECTION 3 - PROJECT SCOPE OVERVIEW (DESIGN & PERMITTING)
Full site information, design criteria, SAC No. 7 documentation requirements, and performance requirements are
set forth below and will be finalized with the selected Design Firm during contract negotiations and the resulting
Design Services Agreement scope of work. The following is for qualifications purposes only. This RFQ solicits
design, engineering, and permitting services; construction of these elements is outside the scope of this
solicitation and will be competitively procured separately.
3.1 Project Location
Hodges Park, 21275 Keaton Beach Drive, Keaton Beach, Taylor County, Florida. Parcel ID 06836-000; Section-
Township-Range 35-07-07; approximately 8.20 acres; Property Usage: Vacant-County; Exemptions:
Gov/Local/County. Situated on the Gulf of Mexico coastline. The County's only public beach. The park is located
directly on the Gulf of Mexico at the terminus of Keaton Beach Drive, near the County's public boat ramp. The site
sustained significant damage from Hurricane Helene (September 2024), including loss of existing parking,
restroom, and pavilion infrastructure; firms should anticipate design and permitting around a storm-damaged
coastal site requiring substantial rebuilding. Firms must conduct their own site investigation as part of the design
process.

3.3 Regulatory and Environmental Permitting
The Design Firm is responsible for securing all permits necessary for the Project. The firm must achieve permit
approval as a condition of SAC No. 7 before construction funds are released and before a separate construction
contract may proceed. Anticipated permits:
FDEP - Environmental Resource Permit (ERP); Coastal Construction Control Line (CCCL) permit; beach
restoration/re-nourishment permits
SRWMD - stormwater management
USACE - Section 404 / Section 10 if wetlands or navigable waters affected

3.4 Floodplain Considerations
Keaton Beach is a coastal flood hazard area. All design must comply with applicable floodplain ordinances and
the Flood Disaster Protection Act so that the resulting construction documents are compliant. SAC No. 7(e)
requires written confirmation from the County Floodplain Manager and evidence of NFIP participation and flood
insurance before construction funds are released. Taylor County Community #120302. The Design Firm must
design the Project to satisfy all floodplain compliance requirements and must assist the County in obtaining the
required Floodplain Manager confirmation.

SECTION 4 - MINIMUM QUALIFICATIONS
Firms that do not satisfy all minimum qualifications will be deemed non-responsive and will not be evaluated.
LICENSURE: The Design Firm or team must hold a valid Florida Certificate of Authorization for engineering
( 471.023, Fla. Stat.) with a Florida-licensed PE in civil engineering designated as Engineer of Record.
Copies required in SOQ.
COMPARABLE EXPERIENCE: The prime firm must have completed within the preceding ten (10) years at
least two (2) design or design/permitting engagements for public park, beach, or recreational facility projects
in Florida, each with a design fee value of not less than $100,000. At least one (1) project must involve
coastal or waterfront site conditions.
COASTAL / ENVIRONMENTAL PERMITTING: The prime firm or designated subconsultant must
demonstrate experience obtaining at least one (1) FDEP Environmental Resource Permit, USACE Section
404 permit, or CCCL permit for a Florida coastal or waterfront project.
SAM.GOV ELIGIBILITY: The firm and all proposed key subconsultants must be actively registered in
SAM.gov with a valid UEI and must not be debarred, suspended, proposed for debarment, declared
ineligible, or voluntarily excluded from federally funded programs. The County will verify before BOCC
approval of the shortlist and before contract award.
INSURANCE: Firm must be capable of providing all minimum coverages specified in Section 7 prior to
contract execution.
FEDERAL GRANT COMPLIANCE: Firm must demonstrate prior experience on at least one (1) federally
funded project requiring compliance with 2 CFR Part 200 procurement, grant administration, and record-
keeping requirements.

Per Gulf Consortium Subrecipient Agreement 12(H) and 2 CFR 200.321, the County and its contractor should
take steps to assure that minority businesses, WBEs, and labor surplus area firms are used when possible.
Respondents must provide:
Documented plan and past efforts for DBE/WBE/MBE/VBE participation on federally funded projects,
demonstrating the six affirmative steps: (1) placing certified firms on solicitation lists; (2) actively soliciting
when they are potential sources; (3) dividing requirements into smaller tasks when feasible; (4) establishing
delivery schedules that encourage participation; (5) utilizing SBA, Minority Business Development Agency,
Florida DMS Office of Supplier Diversity, FDOT Minority Business Development Center, and local M/DBE
programs; (6) requiring subcontractors to take the same affirmative steps for subcontracts
List of any certified DBE/WBE/MBE/VBE firms proposed for this Project: firm name, certification type,
certifying agency, anticipated role

Accounting system attestation: the firm maintains a financial management system compliant with 2 CFR
200.302, able to: (a) prepare grant-required reports; (b) trace funds to a level of expenditures adequate to
establish that federal funds were used pursuant to grant terms; and (c) support proper pre-audit and post-
audit of all expenditures (Subrecipient Agreement 4(F))

SECTION 6 - EVALUATION CRITERIA AND SELECTION
6.1 Selection Committee
A Selection Committee of not fewer than three (3) members appointed by the County Administrator will
independently evaluate all compliant SOQs. No member may have a conflict of interest with any respondent
(Chapter 112, Fla. Stat.). No price information will be solicited or considered in this procurement.

6.3 Reference Checks and SAM.gov Verification
The Selection Committee may contact owner references from Tab 2. Negative references may reduce scores.
Before BOCC approval of the shortlist, the County will verify active SAM.gov registration and non-debarment
status for all shortlisted firms and their proposed key subconsultants per 2 CFR Part 180 and Subrecipient
Agreement 22.
6.4 Shortlisting, BOCC Approval, and Contract Negotiation
The Selection Committee will compile scores, rank firms, and recommend a shortlist of 3-5 firms to the BOCC for
approval at a publicly noticed meeting per 287.055(4)(b), Fla. Stat. Once the BOCC approves the shortlist, the
County will negotiate with the highest-ranked firm per 287.055(5), Fla. Stat. Consistent with the Consultants'
Competitive Negotiation Act, this procurement is qualifications-based only; firms are not required to submit
competitive technical or price proposals at any point in the process. If the County is unable to negotiate a
satisfactory scope of services and fee with the highest-ranked firm, negotiations with that firm will be formally
terminated and the County will proceed to negotiate with the next highest-ranked firm, and so on, until an
agreement is reached ( 287.055(5), Fla. Stat.). If the anticipated value of the Design Services Agreement
exceeds the Simplified Acquisition Threshold, the County will perform an independent cost estimate consistent
with 2 CFR 200.324 before entering into contract negotiations with the top-ranked firm. No form contract is
included with this RFQ; the County will ensure that all federally required terms and conditions described in this
RFQ are incorporated into the negotiated Design Services Agreement, which will be submitted to the Gulf
Consortium for review before execution. The executed contract and competitive procurement documentation must
be submitted to the Gulf Consortium before any reimbursement requests for contract work may be made
(Subrecipient Agreement 12(C)).
SECTION 7 - INSURANCE REQUIREMENTS
Per Gulf Consortium Subrecipient Agreement 18 and Special Award Condition No. 9, the Design Firm must
provide adequate insurance for all reasonably foreseeable claims from performance of the work. Minimum
