Description

The Medical Readiness Contracting Office – West is issuing this Sources Sought Notice on behalf of the Division of Veterinary Science, U.S. Army Medical Center of Excellence (MEDCoE), JBSA - Fort Sam Houston, Texas. Any responses to this Sources Sought Notice will be used for planning purposes only. Based on the responses to this notice, the requirement may be set-aside for small businesses, procured through full-and-open competition, or result in a sole-source contract. The proposed North American Industry Classification System (NAICS) Code is 112990, All Other Animal Production. Size Standard $2.75 Million. PCS-8820, Live Animals. This notice is not a solicitation of offers, nor is it a notice to proceed.





MEDCoE has a requirement to furnish canines for the Division of Veterinary Science (DVS). The canines are used to support handling, husbandry, and basic medical evaluation training for over 160 Animal Care Specialists (68Ts) annually and surgery support and emergency training to 122 Veterinary Corps Officers (VCOs) annually.





Canines must meet the below characteristics:





- The canines should be from a licensed USDA vendor and shall have a valid health certificate signed by an APHIS accredited veterinarian.



- Rabies vaccines must be current and have been administered more than 30 days prior to arrival. - Distemper and parvo virus vaccination is required and must be current according to the manufacturer instructions.



- The canines shall be free of parasites, both internal and external, with evidence of a recent (within 6 months) negative heartworm test if animals are housed outdoors.



- Canines will be in good health with no underlying medical conditions.



- Canines shall weigh between 45-85 lbs upon arrival.



--However, some exceptions may be permitted outside this weight range, up to 10 pounds above or below, depending on vendor nonavailability and acceptance of the animal for training by Chief or Deputy Chief, Animal Health Branch.



- Canines must be sexually intact and must be housed individually or separated by sex during transport.



- Canines should not be gravid on arrival.



- Canines should be sexually mature.





Period of Performance:



1 Oct 2025 – 30 Sep 2030

2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational capability, to include proof of authorization to provide the canines. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this notice is purely voluntary; the Government assumes no financial responsibility for any costs incurred.



Contractors responding to this sources sought notice are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research.
