Introduction
City of Goose Creek is soliciting proposals from qualified contractors for construction work
associated with Renovations at Dogwood Park Building. The work includes demolition, flooring,
plumbing electrical as described below.
Scope of Service
Demolition and Preparation
* Remove and dispose of existing restroom fixtures, partitions, accessories, and damaged
finishes as required to complete the work
* Prepare existing concrete floors for new finished systems.
* Protect adjacent spaces during construction
Flooring
* 100% solids epoxy flooring system with slip-resistant aggregate and chemical-resistant
topcoat or approved equal product
* Provide integral cove base at walls
Walls and Ceilings
* Patch and repair existing CMU block walls and ceilings
* Paint all restroom walls and ceilings with moisture - mildew resistant coatings
appropriate for public restrooms (2 coat minimum)
* Seal penetration around plumbing and fixtures
Plumbing Fixtures
* Furnish and install new commercial grade plumbing fixtures, including:
Toilets with manual flush valves
o
Urinals with manual flush valves
o
Lavatories
o
Manual faucets
o
* Replace deteriorated supply lines, traps, and exposed piping as needed
* Remove mineral buildup from remaining piping
* Install new floor drain covers
* Ensure all fixtures meet current plumbing code and ADA requirements
Toilet Partitions
* Furnish and install new powder coated steel or baked enamel partition doors, 15-year
warranty against rust
* Partition material may include powder-coated metal, solid plastic, or phenolic core

Electrical and Lighting
* Furnish and install vandal-resistant commercial LED fixtures with minimum 4000k
color temperature and occupancy sensors
* Replace damaged or outdated emergency lighting and electrical components as
required
* Provide GFCI protection where required by code
Accessories
* Furnish and install new restroom accessories, including:
Mirrors (vandal-resistant glass)
o
Surface-mounted, high speed commercial hand dryers, stainless steel finish
o
Trash receptacles
o
Baby changing stations (ADA compliant)
o
Ventilation
* Replace existing exhaust fans
ADA Compliance
* Adjust fixture heights, clearances, and layouts as necessary to comply with ADA
standards
* Install grab bars and all other accessibility features required to comply with current
ADA Standards for Accessible Design
Accessory Structure
* Remove existing structure and rebuild to new specifications
Final Cleaning and Turnover
* Perform final cleaning of all renovated areas
* Test plumbing, electrical, and ventilations system
* Deliver restrooms ready for public use
Alternate No One - Design-Build Accessory Structure
Provide a complete design-build for the construction of an accessory structure as outlined
below
Minimum Design Requirements
* Approximate size of 8'X12'
* Two (2) fully enclosed floors
* Approximate overall structure height of Twenty feet (20')
* Lower floor shall include one lockable exterior personnel door
* Interior stairway shall provide access to the second floor

* Upper level shall include a continuous viewing window facing the athletic field
* View window shall be approximately 6 feet X 36 feet (6'X36'), with the bottom
of the window located approximately 40" above the finished floor elevation
* Structure shall be designed to withstand all applicable wind loads and building
code requirements for the project location
* Stricture shall be designed for year-round occupancy and routine athletic field
operations
* Install electrical service to the structure, including a minimum of one duplex
receptacle adjacent to the viewing window, and each wall, and interior lighting
on both levels
* Finished interior wall and ceiling surfaces suitable for municipal use
* Furnish and install all required foundations, anchoring systems, framing,
roofing, siding, doors, windows, flashing, and weatherproofing components
necessary for a complete installation
* Coordinating utility requirements and connections necessary to provide a fully
functional facility
Design Submittal Requirements
* Conceptual floor plans for both levels
* Exterior elevation drawings
* Structural system description
* Foundation system description
* Proposed building materials and finishes
* Preliminary construction schedule
* Lump-sum project cost
Contractor Responsibilities
The contractor shall be responsible for all design and construction activities associated
with this alternate, including engineering, preparation of construction documents,
permitting, construction, inspections, and final closeout documentation. The complete
structure shall comply with all applicable federal, state, and local codes and
regulations.
Pre-Bid Meeting
Bidders are encouraged to attend a pre bid meeting to be held at Dogwood Park on August 5,
2026, at 9:00AM EST.
Guaranty Bond
The bidder to whom the contract is awarded will be awarded will be required to execute the
Agreement and obtain the Performance Bond and Payment Bond, each in the sum of the full

amount of the contract price, within ten (10) calendar days from the date when the Notice of
Award is delivered to the bidder.
The Bonds must be duly executed and acknowledged by the Bidder as principal and by a
corporate surety company qualified to do business under the laws of State of South Carolina and
satisfactory to the Owner as surety, for the faithful performance of the contract and payment for
labor and materials. The premiums for such bonds shall be paid by the contractor.
Each Bond must be irrevocable, and valid for two years beyond the date of final acceptance of
the project.
Proposal Outline and Requirements
The Request for Proposal must include the following information in this specific order:
a) Cover Page
b) Transmittal Letter
c) Copy of necessary licenses to perform the scope of work.
d) Contact person within the Business to receive all RFP communications.
e) Provide a Conflict-of-Interest Statement that the business, its sub-contractors
have no conflicts of interest with the City of Goose Creek, any of the City's
employees, and that no member of the proposed business has a family member
employed, elected, or appointed to any public position with the City of Goose
Creek who may have influence over this Bid or would benefit financially by the
selection of this business.
Cover Page
The cover page of the proposal should include the Title "Request for Proposal - Crowfield Club
Restroom Building and Parking - RFP # 26-1011". The cover page should include the Firm's
name, address, telephone number, the name of the primary contact person, and the date of the
proposal.
Transmittal Letter
The signed letter of transmittal should briefly state the proposer's understanding of the work
to be done, the commitment to perform the work within the time period, a statement why the
proposer believes itself to be the best qualified to perform the work and a statement that the
proposal is a firm and irrevocable offer for ninety (90) days. The signer must have the authority
to bind the proposer to the submitted proposal.
Business License Requirement
It is required that each contractor and sub-contractor awarded a contract agreement with the
City of Goose Creek, either secure a business license or update their current business license

for the contract amount for the work being done inside the city limits. A successful contractor
is required to contact the Business License Office at 843-797-6220.
Acceptance or Rejection of Bids
The owner reserves the right to reject any and all bids when such rejections is in the interest of
the owner; to reject the bid of a bidder who has previously failed to perform properly or complete
on time contracts of similar nature; and to reject the bid of a bidder who is not, in the opinion of
the Engineer or owner, in a position to perform the contract. The owner reserves the right to
waive any informalities and technicalities in bidding. The owner may also accept or reject any
of the alternates that may be set forth on the bid.
