Solicitation Document Description: The Work, as further described in Part 3 (DRAWINGS AND SPECIFICATIONS) and the Contract (the "Project"). In brief summary, the Work is comprised of but not limited to Dufferin Transfer Station & Dufferin Maintenance Yard – Pavement Rehabilitation and Material Storage Upgrades.
Specific Conditions for Procurement: •        Must have completed and achieved Substantial Performance within the meaning of the Construction Act, on at least three (3) projects with contract values greater than $2,000,000 Canadian Dollars (excluding taxes) each, within the past five (5) years fulfilling the role of the prime Contractor involving each of the following two (2) project types:
a.        Minimum of two (2) Rehabilitation of Existing Concrete and Asphalt Pavement projects.
b.        Minimum of one (1) Excess Soil Management project, demonstrating experience of the individual who will act as the Supplier’s Qualified Person as defined under O. Reg. 153/04 and O. Reg. 406/19.

•        Occupational Health and Safety Management System (OHSMS) certification, as per Part 4 Form B Section 3 requirements.
•         At no time should the maximum bid value percentage allowed for any individual Subcontractor exceed fifty percent (50 percent) of overall Bid value.
•        The accumulated bid value percentages allowed for all Subcontractors combined is no more than fifty percent (75 percent) of the overall bid value submitted by the Contractor.
•        Contractor’s QP qualification requirements can be found in “Part 4 – Form E Contractor’s QP Qualification and Experience”.

Chapter 9 Trade and Cooperation Agreement between Ontario and Quebec (OQTCA)
Pre-Bid Meeting: The RFT Optional PreBid Information Meetings will take place at 10:30AM local time on April 29, 2026 at Dufferin Transfer Station & Dufferin Maintenance Yard local time, 35 & 75 Vanley Crescent, North York, ON M3J 2B7. Site meetings will not be available at any other times.
