PROGRAM SUMMARY:
The Centers for Disease Control and Prevention (CDC) Office of Science (OS) intends to issue a Fiscal Year 2025 Broad Agency Announcement (BAA) for Applied Research to address Emerging Public Health Priorities Request for Proposal (RFP) number 75D301-25-R-XXXXX. This pre-solicitation notice is intended for informational purposes only and does not commit the Government to make an award or to pay for concept paper or proposal preparation expenses generated by potential offerors in response to this announcement.
PROGRAM BACKGROUND:
The CDC works to protect the U.S. from health, safety, and security threats, both foreign and domestic. Specifically, CDC works with its partners to monitor health, detect and investigate health problems, conduct research to enhance and implement prevention strategies, develop and promote sound public health policies, promote healthy behaviors, foster safe and healthful environments, respond to current and emerging threats.
CDC’s Office of Science (OS) serves as the agency’s authority on scientific quality, integrity, and innovation. The office works agency-wide to advance strategic science—the cornerstone of CDC’s mandate to protect the public’s health. OS staff members collaborate across the agency to provide the scientific expertise, services, and systems that ensure CDC delivers information the world trusts.
ACQUISITION OBJECTIVE:
PLACE OF PERFORMANCE: All work is intended to take place at the Contractor’s Site.
The Government anticipates the following Area(s) of interest will be included in the solicitation:
National Center for Emerging Zoonotic and Infectious Diseases (NCEZID):
National Center for Injury Prevention and Control (NCIPC):
9. Planning a longitudinal cohort study to better understand substance use disorder recovery;
National Center for Immunization and Respiratory Diseases (NCIRD):
10. Researching the use of insurance claims data to monitor uptake and effectiveness of maternal and pediatric immunizations.
CONTEMPLATED ACQUISITION DETAILS:
1. This procurement is anticipated to be solicited as a Broad Agency Announcement (BAA) and will be solicited for full and open competition.
2. The Broad Agency Announcement will be made available via the Government Point of Entry (GPE) SAM.gov (https://sam.gov).
3. The applicable NAICS code is 541715.
4. Firm-Fixed Price or cost reimbursable/CPFF Contracts are anticipated.
5. The anticipated Period of Performance for awarded BAA contracts may vary according to the individual research area and the contractor’s individual technical approach. BAA awards will generally not exceed 36 months and shall not exceed 60 months.
6. The tentative date for Broad Agency Announcement issuance is planned for December 30, 2024. The tentative due date for receipt of Concept Papers is January 30, 2025.
7. Interested contractors must have an active registration, including completion of the annual representations and certifications, in the System for Award Management (SAM) at https://sam.gov to be eligible for award.
NOTE: This is not a request for concept papers or proposals. A response to this notice is neither requested nor required. The full BAA solicitation will be posted on www.sam.gov on or around 12/30/2024. Potential offerors shall respond to the solicitation, inclusive of any amendments, in order to be considered for award.
