The San Antonio Water System (SAWS) is pursuing professional engineering design services and accepting Statements of Qualifications (SOQ) in connection with the 2026 Water and Sewer Unspecified Engineering Services Contract which will include the rehabilitation and replacement of small and large diameter water and/or wastewater mains for unspecified projects which will require a Scope of Services to be performed by a qualified consultant(s) on a work order basis.

It is anticipated that SAWS will select multiple consultants for water and/or sewer contracts totaling $9.5 million, as a result of this Request for Qualifications (RFQ). The term of the contracts will be 4 years, which will remain in full force during that period, or until funds are exhausted from issuance of the Authorization to Proceed, whichever comes first. If a work order is issued prior to the expiration of the contract, the work order will remain in effect until completion of the work order. Contracts are to be used primarily to support SAWS Water Stewardship initiative to manage main break levels throughout Bexar County. Select Contracts are also to be used for sewer main rehabilitation and replacement where required by SAWS. Existing water/wastewater mains on these projects are typically small diameter with most mains being 6 – 12 inches.

1) Respondent shall provide an organizational chart identifying:

• All proposed key team members to include Respondent’s personnel, as well key Subconsultants who will work on the project

o Key team members should include, at a minimum, the Project Manager, Cost Estimator, Quality Assurance and Quality Control Reviewer, and all Design Team Leads.

• Percentage of time each key team member will be committed to the Project, as well as their role

• Ensure Subconsultants identified match those listed on the Good Faith Effort Plan

• Ensure key personnel identified are included in the org chart

1) Provide resumes for the following key personnel only (including Subconsultants as necessary): Project Manager, Cost Estimator, Quality Assurance and Quality Control Reviewer, Design Team Leader(s). Resumes for Design Team Leader(s) are limited to no more than three (3) regardless of the number of Design Team Leads. The Project Manager’s resume should be included first. Team members’ resumes should include the following:

• Name, title, education

• Description of professional qualifications (to include licenses, certifications, and associations)

• Brief overview of professional experience

• Identify three (3) projects and provide a detailed description of capabilities and project experience and role in project relevant to the Scope of Services requested within this RFQ.

• List of all active projects the team member is currently assigned to for the duration of the Project, to include the phase and percentage of time allocated to each of the other projects.

A minimum of three (3) projects shall have been performed by the Respondent. Identify key personnel (identified in the Team Experience and Qualifications section), who are part of the proposed team, and their roles and responsibilities for at least three (3) of the five (5) projects.

• SAWS may take into account previous work performed by the Respondent on any project, including but not limited to SAWS’ projects, projects that the Respondent provides as references, and any other projects that SAWS has been a participant (i.e. City of San Antonio projects).

1) Describe the team’s approach to complete the projects, to include managing risk between design related issues, coordination with other governmental/non-governmental agencies, coordination with stakeholders, obtaining approvals from permitting agencies, resolving constructability issues, as well as maintaining the schedule and overall project budget.

• Responses to this criteria should clearly demonstrate Respondent’s familiarity with the Scope of Services identified within this RFQ.

1) Identify Respondent’s team’s suggested alternative innovative approaches to accomplishing the scope of services identified within this RFQ that would result in an efficient, fast tracked project without compromise to quality. Include schedule risks and mitigation measures, schedule recovery approach and other issues relative to schedule maintenance on similar projects.

1) Describe Respondent’s Quality Control Plan (QCP) for this project. Include the following:

• Overview of the QCP process for this project, the independent technical review team and their roles

• Plan for how design issues will be identified, tracked and resolved.

• How the independent quality review team will confirm design documents will result in project that is biddable, constructible, operable, maintainable, permittable and cost effective.

• Respondent’s role compared to SAWS’ role

• Approach to becoming familiar with local construction practices and requirements, standard products and material costs, and the conditions (i.e., environmental, regulatory, etc.) influencing design and construction decisions for each project

• How the accuracy and completeness of independent cost estimates are derived for each of the design phase of the project.

Small Business Opportunity Program (SBOP)

Complete Exhibit B, the Good Faith Effort Plan, in its entirety. Self-performance and Sub-consulting may be used to achieve the aspirational Small Business Opportunities Program (SBOP) goal. SMWB-certified Proposers and/or Subconsultants must be certified by the South Central Texas Regional Certification Agency dba Supply SA. Eligible firms (including MBEs and WBEs) must be certified as a Small Business Enterprise (SBE), must perform a commercially useful function on the Project, and must have an established place of business in one of the following Texas counties in order to be counted for SBOP points: Bexar, Comal, Guadalupe, Hays, Kendall, Travis, or Williamson. Please see the Good Faith Effort Plan for definitions of terms. All Proposers, whether SMWB-certified or not, may earn the maximum number of SBOP points.
