THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS NOR QUOTATIONS.



The Government intends to solicit this requirement directly from suppliers IAW RFO FAR 12.201-1(c)(2) for a firm-fixed price contract for Comprehensive Subsurface Utility Mapping and Anomaly Screening Services Using Ground Penetrating Radar (GPR) at Camp Zama, Japan. The expected award date is on or around 10 September 2026 (subject to change).



Description of Services: The contractor shall provide a comprehensive survey under designated vehicular-accessible roadways within Camp Zama, preferably using a vehicle-mounted, multi-channel Ground Penetrating Radar (GPR) system. The primary objective is to detect, identify, and map the horizontal position and estimated depth of existing subsurface utilities and anomalies, creating a 2D GIS database based strictly on GPR data signatures in accordance with DoDI 8130.01, SDSFIE-V, EM 1110-1-2909, ASCE 38-02, EM 385-1-1, and relevant Japanese laws.



Description of Services:



The contractor shall provide comprehensive survey under designated vehicular-accessible roadways within Camp Zama, preferably using a vehicle-mounted, multi-channel Ground Penetrating Radar (GPR) system. The primary objective is to detect, identify, and map the horizontal position and estimated depth of existing subsurface utilities and anomalies, creating a 2D GIS database based strictly on GPR data signatures in accordance with DoDI 8130.01, SDSFIE-V, EM 1110-1-2909, ASCE 38-02, EM 385-1-1, and relevant Japanese laws.



Minimum Qualifications of Key Personnel:

The contractor is required to provide employees who have demonstrated experience in work like this requirement. Minimum qualifications of key personnel shall be as follows:




  • Project Manager: Must possess a valid "Gijutsu-shi" (技術士), a national license awarded exclusively by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of the Government of Japan, or a registered Professional Engineer (PE) license issued by a state licensing board in the United States. No equivalent licenses or certifications issued by any third-country governments or international bodies will be accepted.

  • Project/Site Lead: Shall hold a valid OSHA 30-Hour Construction certificate issued by the U.S. Occupational Safety and Health Administration, or an equivalent safety certification officially recognized under the Japanese Industrial Safety and Health Act, specifically the "Oxygen-Deficient / Hydrogen-Sulfide Hazard Work Chief" (酸素欠乏・硫化水素危険作業主任者) certificate. All qualifying safety certifications must be issued exclusively under the regulatory authority of the United States or Japanese governments.

  • Data Analysis Personnel: Must have a minimum of 5+ years of professional experience in Ground Penetrating Radar (GPR) utility mapping data interpretation. All prior experience must have been gained in projects compliant with U.S. (e.g., ASCE) or Japanese industrial standards.

  • Land Surveyor: Key personnel shall include a registered "Sokuryo-shi" (測量士) authorized by the Geospatial Information Authority of Japan (GSI) under the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) pursuant to the Japanese Survey Act (測量法), or a licensed Professional Land Surveyor (PLS) registered with a U.S. state licensing board. No third-country surveying licenses or academic equivalents will be recognized as meeting this requirement.



Proof of Qualifications: The contractor shall provide official, verifiable copies of all required licenses, registrations, and certificates for the proposed key personnel prior to contract award. Only credentials issued by recognized governmental or regulatory authorities of the United States or Japan will be evaluated for compliance.



Note 1: All work for this project shall be performed exclusively in Japan. The contract price shall be inclusive of all travel and lodging expenses required for project execution.



Note 2: If the successful offeror is a U.S. vendor, the resulting contract will include DFARS clause 252.225-7976, Contractor Personnel Performing in Japan (Deviation 2018-O0019). The clause requires DoD contractors to account for contractor personnel and dependents in the Synchronized Predeployment and Operational Tracker (SPOT), in order for the contractor personnel and dependents to be eligible for coverage under the Status of Forces Agreement.



Note 3: If the offeror is not physically located in Japan, the offeror MUST submit documentation demonstrating an established partnership with a local authorized service provider in Japan capable of meeting this on-site warranty requirement. Failure to submit verifiable evidence of local warranty service capability at the time of quote submission will result in the offer being evaluated as technically unacceptable and not considered for award.
