Description

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.



The National Institute of Health, Clinical Center (CC) intends to award a firm-fixed priced purchase order to QIAGEN LLC, Germantown, MD 20874 on a sole source basis to procure maintenance service for eight (8) instruments: QIAgility (S/N 3579), QIAgility (S/N 14803), QIAgility (S/N 26210), QIAcube (S/N 5703), QIAcube Connect (S/N 30420), QIAsymphony SP (S/N 35255), QIAsymphony SP (S/N 37432), QIAxcel Advanced (S/N 31655). These instruments have proven reliability and offer the flexibility to run our PCR assays with results attained within 70 minutes. The laboratory can therefore incorporate specialty testing into routine workloads improving productivity and efficiency.



Qiagen, LLC is the original equipment manufacturer for these instruments, and the only source capable of providing on-site preventative and remedial maintenance services on the following instrumentation: This maintenance agreement serves to keep all instruments running optimally while costly repairs due to damaged or malfunctioning equipment. Qiagen, LLC shall provide factory trained personnel with expertise in preventative and remedial maintenance for all the Qiagen instruments.



QIAGEN LLC is the sole manufacturer, vendor and service provider for all the instruments. These systems are not sold in the United States by any distributors or other third parties. Period of Performance shall be for a base year of twelve (12) months from date of award.



Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.



This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold (SAT) $250,000.00.



The North American Industry Classification System (NAICS) code for this acquisition is 811210 with a large business standard size of $34.0 million.
