• Request for Proposal
Alberta Forestry and Parks is responsible for managing wildfires within the Forest Protection Area of Alberta. To support wildfire suppression efforts, the Province requires Camps to be provided on an “as-needed” basis with no guarantees of work, however, successful Proponents may be placed on standby for the Province and compensated based on the Services requested to be on standby. The Proponent that is the first-call position on the call rotation list may be contacted to be placed on standby for the Province in Edmonton, AB or Grande Prairie, AB and Proponents will need to secure a yard in which the equipment can remain on standby. All infrastructure will be on trailers (with tractors) and ready for dispatch within six (6) hours of the camp on standby being requested. Successful Proponents shall provide infrastructure, catering, and janitorial services to accommodate varying numbers of wildfire personnel.
Camps may be required in any of the following forest areas as requested by the Province: Calgary, Rocky Mountain House, Edson, Whitecourt, Grande Prairie, Peace River, High Level, Slave Lake, Fort McMurray, and Lac La Biche.

Camps will be in road accessible areas, which may include gravelled and temporary access roads for undetermined lengths of time. It is common for the Province to require several Camps at once in multiple locations throughout Alberta. Proponents shall have adequate number of staff, contractors, and resources available to establish the Camp in the timeframes outlined which will necessitate working through the overnight period at no additional cost to the Province.
Proponents will be required to supply all infrastructure (e.g., trailers, utilities, etc.) staffing, supplies, etc. to operate and maintain a Camp while adhering to all applicable legislation. Proponent employees will be trained at their expense, to deliver the Services throughout Alberta. Proponents shall ensure their employees are equipped with all necessary personal protective equipment needed for their position and shall provide accommodations and meals.
Up to five (5) Contracts may be awarded with Services being requested using a call rotation list. The call rotation list will be established using the Proposal Evaluation Criteria of this RFP with the highest scoring Proposal in the first call position followed by the second, third, fourth and fifth. The Province will move to the next Contractor on the call rotation list once a service request is accepted or the Contractor declines a service request.
Contractors may be required to provide simultaneous Services at more than one (1) location within Alberta, depending on the severity of the fire season
