Based on the foregoing justification, and as Senior Contracting Official pursuant to Army Materiel Command Head of the Contracting Activity Delegation of Authority #21-21, I hereby approve the procurement of System Technical Support for PM-MAV Power, Diagnostics, and Optics hardware and software systems on an other than full and open competition basis pursuant to the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii), “Only one responsible source and no other supplies or services will satisfy agency requirements.”
