Request For Proposals Mechanical Engineer Design Services for the Mark Green Sport
Center AHU Replacement Project No. 26-20
The City of Union City is requesting proposals from professional engineering consulting
design firms to construction documents, technical specifications, engineer’s estimate, and
construction support.
GENERAL
Proposals must be electronically submitted to the City’s Public Works, Engineering Division
no later than the date and time indicated on the cover page.

Sending large file sizes by email is sometimes not allowed by the City’s server. Proposers

BACKGROUND
Two (2) air conditioning units serving the gymnasium are currently non-functional. Based on
diagnostic assessment, full replacement is required to restore proper cooling, ventilation, and
heating to the space. The scope of work includes design for the new replacement units and
associated equipment, all necessary mechanical, electrical, and controls work to ensure
complete and functional system integration. This may also include ductwork design, structural,
and drain design. The selected engineering must carry all engineering services under their
contract.
This project was previously bid by the City for construction. The intent was to replace the units
with the same models. After bidding, the mechanical contractors advised that the existing model is
no longer allowed in California due to its refrigerants not meeting the current requirements. The
new equivalent model has a larger footprint, less heating capacity, installation requires extensive
reconstruction of the concrete pad, and utility relocation. The selected engineering firm must
provide a turnkey design.

SCOPE OF WORK
The City has developed a general scope of services section identifying the minimum tasks
that the City believes needs to be performed by the design consultant. This is included as
Attachment 1 of this RFP. If the consultant feels that the project can be enhanced by the
addition of new tasks or the deletion of any of the specified tasks, such information should
be included with their proposal.
The City of Union City is requesting proposals from mechanical engineering design firms to,
technical specifications, drawings, engineer’s estimate and construction support for the
design.
OVERVIEW
This project involves the replacement of two (2) existing rooftop packaged air conditioning
units (AC-1 and AC-2, as shown in the as-built plans) serving the gymnasium at the Mark
Green Sports Center, located at 31224 Union City Boulevard, Union City, CA 94587.
The units are currently located behind the sport center building within a walled enclosure.
Both units are non-functional and must be designed and later replaced to restore proper
cooling, heating, and ventilation.
PROPOSAL REQUIREMENTS
The proposal should include the following components:
Cover Letter
• Include the firm’s name, office location where work is to be done, contact person’s name,
telephone number and email address.
• By submitting a proposal, Consultant agrees to hold their proposed fee for 120 calendar
days.
Work Plan and Project Approach
• In a short narrative, address how the suggested scope of services, and project - specific
requirements outlined in this RFP will be accomplished.
• The City desires to complete this work prior to Summer 2026. This is hard task
given the lead times for HVAC equipment. Please submit a schedule that includes
the design milestones, deliverables, and the estimated lead time for the AHUs, and
the estimated construction duration.
Consulting Services Agreement
• All candidates must accept and meet the terms and conditions of the City’s Standard
Consulting Services Agreement including the required insurance and endorsement
information contained therein.
Cost Proposal
• Provide the Lump Sum proposal.
• Also provide a spreadsheet showing the cost per task with an estimated number of
hours and billable rate of the staff person assigned. The format shall indicate the total
dollar cost for each task by row.
• Include, in a similar format, lump sum costs for proposed subcontracted work, if any.
• List assumptions that go into the cost proposal including how additional costs such
as reimbursable expenses, subcontracted services markup, overtime, travel,
overhead or other anticipated project costs will be accounted for. Also include the
anticipated amount of site visits per task. Reimbursable expenses need to be
included in the proposal and contract.
Conditions
All proposals, and material contained therein, shall be considered public documents and as
such are subject to inspection under the Public Records Act.
Developing the proposal is the consultant’s responsibility. The City shall not bear any cost
or reimbursement associated with its preparation.
Selection Process
Submittals received by the specified deadline will be reviewed and ranked by a selection
committee consisting of City staff or others designated by the city. After those firms
deemed the most qualified are selected, further evaluation through interviews of the
selected firms may be conducted as part of the final selection process.
After reviewing all proposals, the city will select the most suitable Consultant for the Project.
City staff will make recommendations to the City Manager or City Council, which reserves the
right to reject any or all proposals. The selection process will be completed when a contract
is executed.
Proposals will be evaluated based upon the following criteria:
• Total Cost to perform the scope of work
• Project understanding and scope of work
• Comprehensiveness of the response to the RFP
• The proposed schedule
• Qualifications and experience of key personnel and subconsultants
• Past performance on similar projects
The City reserves the right to reject any or all proposals, to negotiate specific requirements
and costs using the selected proposal as a basis, and to waive all irregularities to choose
the firm which, in the City’s opinion, best serves the City’s interests.
