The Springfield Police Department is seeking sealed bids from qualified vendors to purchase and outfit two (2) 2025 Harley-Davidson FLHTP Electra Glide Police Motorcycles.

It is the intent of these specifications to describe Harley-Davidson FLHTP Electra Glide Motorcycles for the Springfield Police Department. The following minimum specifications are considered necessary to provide the motorcycles required to meet the needs of the Police Department Fleet Supervisor.

COMPLETE UNITS NEEDED – Two (2)

INTENT:
The successful bidder shall provide two (2) 2025 Harley-Davidson FLHTP Electra Glide Police Motorcycles in black and white with silver pin striping, fully outfitted with police equipment:
The City’s SPD owns and operates a fleet of Harley Davidson FLHTP Electra Glides and considers it important to purchase the same brand and model type with specific accessories to maintain operational experience and knowledge.

The City does not believe that there is another brand and model that would be considered to be equal to the Harley-Davidson FLHTP Electra Glide Police Motorcycles that would practically meet all the requirements of the Police Department at this point in time. The Police Department would like to maintain a homogeneous fleet of Police Motorcycles due to the advantages in maintaining aesthetic uniformity, continuity in the institutional and operational knowledge/experience. The City will still accept the submission of an “or equal” offering as considered by the bidder but it is ultimately the City that will determine if the offering is an equal to what is being specified and required by the City’s Police Department.

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers must submit written questions. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than April 15, 2025. Questions may be faxed or emailed. The Procurement Department fax number is (413) 787-6295 or email lstabilo@springfieldcityhall.com. The Procurement Department will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP, no later than April 17, 2025.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
