I. INTRODUCTION

The Essex County Land Bank is seeking proposals from qualified civil engineering firms and land use attorneys for the subdivision, utility planning, permitting, and legal preparation of Lot 130, located on The Portage in Ticonderoga, NY.

The goal of this project is to fully subdivide the property into four buildable lots for the construction of single-family CrossMod homes. The selected team will prepare a complete development package, including utility connection plans, permitting, legal filings, and subdivision approval through the Town of Ticonderoga and Essex County.

II. PROJECT OVERVIEW
  • Parcel: Lot 130, The Portage

  • Owner: Essex County Land Bank

  • Planned Use: 4 single-family CrossMod homes

  • Infrastructure: Public water and sewer are available at street frontage

  • Site Access: Road frontage along The Portage; adjacent to existing residential development

III. SCOPE OF WORK A. Civil Engineering Services
  • Site survey and existing conditions mapping

  • Subdivision design and lot layout for four homes

  • Road access and driveway design

  • Water and sewer connection plans, including tie-in to municipal infrastructure

  • Stormwater management (SWPPP if required)

  • Erosion and grading plans

  • Utility coordination (electric, telecom, water, sewer)

  • Preparation of a complete site plan and subdivision plat

  • Submission of all required documentation to the Town of Ticonderoga, Essex County, and NYS, as applicable

  • Attendance at public meetings and coordination with local departments

B. Legal Services
  • Title review and legal confirmation of ownership

  • Drafting and filing of subdivision plats, deeds, and legal descriptions

  • Zoning compliance and easement documentation

  • Representation at Planning Board and/or Town Board meetings

  • Filing with the Essex County Clerk

IV. DELIVERABLES
  • Final site plan and subdivision plat for filing

  • Full utility and infrastructure plans

  • Legal documentation for subdivision and conveyance

  • All permitting documents and approvals required for future construction

  • Coordination summary with municipal agencies

V. TIMELINE
  • Site review and kickoff: within 2 weeks of contract execution

  • Draft subdivision plan and utility layout: within 6 weeks

  • Final deliverables and legal filings: within 10–12 weeks or sooner, aligned with the 2026 CrossMod development schedule

VI. PROPOSAL REQUIREMENTS

VII. SELECTION CRITERIA
  • Experience with residential subdivisions and utility connections

  • Knowledge of Ticonderoga zoning and permitting procedures

  • Cost-effectiveness and clarity of work plan

  • Ability to deliver complete, permit-ready packages

  • Responsiveness and familiarity with Essex County infrastructure needs

IX. MWBE Participation

The Essex County Land Bank encourages participation from certified Minority- and Women-Owned Business Enterprises (MWBEs) in all procurement opportunities.

Proposers are strongly encouraged to:

  • Partner with NYS-certified MWBE subcontractors or consultants

  • Submit evidence of MWBE status (certification number or copy of certification)

  • Describe efforts to engage MWBE firms as part of their project team

  • Include any past experience meeting MWBE goals on publicly funded projects

The Land Bank reserves the right to request a utilization plan if MWBE participation is proposed
