Bid Synopsis: The State of Wisconsin, as represented by the Department of Administration Consolidated Purchasing Services is issuing this Request for Proposal on behalf of the Wisconsin Department of Financial Institutions (DFI) to solicit Proposals from firms interested in providing program management services to the Wisconsin College Savings Program (Program). The Program currently consists of two 529 College Savings Plans (Plans); the Edvest 529 College Savings Plan (Edvest) offered directly to the public and the Tomorrow’s Scholar College Savings Plan (Tomorrow’s Scholar) offered through financial professionals. Assets of the Program are held in the Wisconsin College Savings Program Trust (Trust).

The Contract resulting from this RFP will be administered by DFI, with Trust oversight provided by the Wisconsin College Savings Program Board (Board). This RFP document and the Awarded Proposer’s (Contractor) Proposal shall be incorporated into the Contract.
