CALL FOR BIDS
ISLAND COUNTY PUBLIC WORKS DEPARTMENT
Sealed bids will be received by the Island County Auditor in the Courthouse
Administration Building, attention Dierdra Butler, at 1 N.E. Seventh Street, Coupeville,
Washington 98239, until 10:00 AM, Tuesday, June 16, 2026, for the following:
FREELAND PARK RESTROOMS
Bids received after the date and time stated above will not receive consideration.
PROJECT DESCRIPTION: This Contract provides for the installation of a pre-
manufactured restroom building at the Freeland Park project site, including but not
limited to related sitework, grading, walkways, concrete paved ADA compliant parking
spaces, exterior and parking area lighting, utility connections to the building, and septic
system as identified and described in the contract documents, specifications, drawings,
and in accordance with applicable codes and standards, and the Standard 2025
WSDOT Standard Specifications for Road, Bridge, and Municipal Construction where
applicable.The pre-manufactured restroom building has been procured by the County,
the vendor will set precast building unit onto the site. Contractor is to prepare the site,
rough-in and finish all utility connections.
ESTIMATE AND TIME FOR COMPLETION: The project is estimated to cost in the range
of $105,000 to $115,000. Please note the required time to substantial completion is
October 31, 2026 and as noted in the bidding documents.

verbal answer by any County personnel or its agents and consultants will be binding on
the County. All inquiries must be in writing and received by Island County a
minimum of five (5) business days prior to the bid opening date. All project specific
questions and responses will be available on-line at Quest CDN.
PRE-BID CONFERENCE: There is a pre-bid conference scheduled at the project site
for Tuesday, May 19, 2026,at 10:00 AM. The project site is open to the public.
BID OPENING: Proposals will be publicly opened and read aloud in Room 116, at the
County Administration Building located at 1 NE 7th Street, Coupeville, Washington, at
1:30 P.M., Tuesday, June 16, 2026. Bids shall be submitted on the forms provided in the
bidding documents. All bids shall be in a sealed opaque envelope and plainly marked on
the outside “[NAME OF BIDDER], BID PROPOSAL FOR: FREELAND PARK
RESTROOMS.” No oral, telephone, telegraphic, electronic, or faxed bids or modifications
will be considered. Island County reserves the right to reject any or all bids and to waive
all informalities in the bidding.

BIDDING DOCUMENTS: Electronic copies of the bidding documents, plan holder list,
and any addenda for this solicitation can be accessed through the website address listed

The bidding documents are downloadable for a nonrefundable price of $22. Bidders must

Lower resolution hard copies of the bidding documents may be purchased from Island
County Public Works for a nonrefundable price of $100. If documents are mailed, there
is an additional $15 shipping fee. Checks are to be made payable to Island County Public
Works. Bidding documents are also available for review M-F 8:00 a.m. – 4:30 p.m. at the
Island County Public Works counter in Coupeville at 1 NE 6th Street, Coupeville, WA.

BIDDER RESPONSIBILITY: All Bidders must meet the mandatory bidder responsibility
criteria set forth in RCW 39.04.350(1). See the bidding documents for further information.
BID BOND: All proposals shall be accompanied by a bid proposal deposit in certified
check, cashier’s check, or bid bond in an amount not less than five percent (5%) of the
total bid price. Should the successful bidder fail to enter into such contract and furnish
satisfactory performance bond within the time stated in the Contract Provisions, the bid
proposal deposit shall be forfeited to Island County.
TITLE VI – LANGUAGE ON CIVIL RIGHTS ACT OF 1964: Island County, in accordance
with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4)
and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, disadvantaged business enterprises
will be afforded full and fair opportunity to submit bids in response to this invitation and
will not be discriminated against on the grounds of race, color, or national origin in
consideration for an award.
