REQUEST FOR QUALIFICATIONS (RFQ) 109 Corridor Lift Station Improvements
LEGAL NOTICE / RFQ ADVERTISEMENT
The City of Portland, Tennessee, is requesting Statements of Qualifications (SOQs) from qualified firms to provide professional services for a Sewer Lift Station Improvement Project.
Statements of Qualifications will be received until:
3:00 PM (Central Time) on April 23, 2026
Submissions received after this time will not be considered.

1.
Introduction
The City of Portland, Tennessee is soliciting Statements of Qualifications to provide professional services for the 109 Corridor Lift Station Improvements Project.
•
The goal is to provide a workable cost-effective plan to eliminate Sanitary System Overflows (SSOs) and associate Inflow and Infiltration (I&I) within this identified area. The area experiences chronic overflows due to undersized and aging infrastructure, wet well capacities, pump capabilities, and I&I etc.
•
Future and already planned developments for the area must be considered.
•
Companies can be provided with any known data associated with the proposed project to better facilitate understanding of its scope by using required process of submission in writing.
2.
Project Overview
The project consists of flow limitations, capacity size, modeling and analysis of the sewer system as it relates to 109 Corridor Lift Stations. This will include any flow and capacity estimates for proposed new development in this area. The goal is to eliminate all possible SSOs as they pertain to the collection system associated with the 109 Corridor.
3.
Scope of Work
The selected company shall have the ability to provide the following services:
•
109 Corridor sewer system analysis of current flow as well as new development impact
•
109 Corridor lift station system design and upgrades required to remove SSOs from collection system
•
Provide cost-effective alternatives and list project priorities
•
Collaborate as needed to ensure best overall results
•
Review other completed and ongoing analysis to avoid redundant work
•
Review all consent orders to ensure projects meet timelines
•
Prepare construction improvement plans
•
Assist with bid, award, CEI, and construction phase support as needed
4.
Submission Requirements
Companies shall submit one (1) electronic copy and five (5) hard copies of the Statement of Qualifications that includes the following information in order as listed: (Failure to adhere to submission requirements may make your proposal ineligible for review)
1.
Cover Letter detailing company history, name changes, acquisitions, and/or company mergers, along with what you perceive to be your company’s specialty in providing services.
2.
Detail Project Understanding & Approach listing all task necessary to complete Scope of Work.
3.
Detail Relevant Experience with Similar Projects and list size and cost of projects, start and completion dates, and if the projects experienced cost overruns due to changes in project scope or unforeseen issues.
4.
Detail Qualifications of Key Personnel & Sub-consultants that are expected to work on the project.
5.
Detail Schedule & Time of Completion for each segment of work such as design, permitting, bid, award, and construction.
6.
Detail Past Performance & References for similar work and disclose any known claims for losses, professional negligence, damages, indemnification, or ongoing litigation or arbitration dealing with engineering services by your firm or its partners/principals for the last 3 years.
5.
Evaluation & Scoring Criteria
Statements of Qualifications will be evaluated using the following weighted criteria:

Project Understanding & Approach - 25%
•
Relevant Experience with Similar Projects -25%
•
Qualifications of Key Personnel & Sub-consultants - 20%
•
Schedule & Time of Completion -15%
•
Past Performance & References - 15%
6.
Selection Process
The City will seek to rank the qualifications of firms based on the scoring criteria, noting that there is a level of subjectivity based on the firm’s submission packet and the reviewer. The highest-ranked firm will be invited to negotiate scope, schedule, and fee. If negotiations are unsuccessful, the City may proceed to the next ranked firm until a final decision is reached.
7.
City Rights
The City of Portland reserves the right to reject any or all submissions, waive informalities, and select the firm deemed to be in the best interest of the City.
Questions, Clarifications, and Addenda
Questions regarding this RFQ shall be submitted in writing via email to the City contact listed herein no later than: 3:00 PM (Central Time) on April 16, 2026
•
All questions must be submitted via email by the stated deadline to the project contact. Verbal inquiries will not be accepted.
•
Responses to questions and any required addenda will be issued in writing. It shall be the responsibility of each firm to monitor for issued addenda and to acknowledge receipt of all addenda in their Statement of Qualifications.
•
No interpretation, clarification, or change to the RFQ shall be binding unless issued by the City in the form of a written addendum.
•
In the event of inclement weather, or other unforeseen circumstances that prematurely close normal business operations of the City, notification of a new submission deadline will be posted when conditions allow.
