REQUEST FOR INFORMATION (RFI)

In accordance with Department of Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is issuing this RFI announcement as part of its market research. This RFI announcement is intended to determine the availability and technical capability of businesses to provide the required supplies.

BACKGROUND

Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking information for market research purposes for the procurement of TR-143A Transducers. These transducers are used in the SP24 Trident Navigation Subsystem, supporting United States (U.S.) Navy and United Kingdom (UK) Ballistic Missile Submarine Nuclear Powered submarines as part of the Navigation Subsystem Sonar.

NSWC Crane intends to award a contract on a sole-source basis to Massa Products Corporation (Massa), 280 Lincoln Street, Hingham, MA 02043 (CAGE: 88958). This procurement will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C 3204(a)(1) as implemented by FAR 6.302-1. The basis for restricting competition to Massa is that they are the Original Equipment Manufacturer and currently the only vendor approved by the Program, Strategic Programs (SP)24 Navigation. Vendors interested in being approved to manufacture the TR-143A Transducer are required by SP24 Navigation to go through extensive certification including three separate levels of testing that at a minimum take up to thirty-six (36) months to complete. Furthermore, if the new vendor is not capable of meeting the requirements there is high likelihood that ship schedules will be significantly impacted. As mentioned above, in accordance with DFARS PGI 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements.
