This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13.106-1(b)(1)(i) in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price sole source contract with RL Datix. located at 155 N Wacker Dr., Ste. 1930, Chicago, IL 60606-1719, to continue providing the Indian Health Service (IHS) with an adverse event reporting system and associated support for a three (3) month period.
Only one (1) source, RL Datix, is available to fulfill the Government’s requirement for an Adverse Events Reporting System. This action will support a short-term, three (3) month bridge to allow for adequate time to re-compete the existing contract 75H70424P00029 with a current expiration date of December 8, 2024, maximize future competition, and prevent a lapse in critical services.
Should a lapse in service occur, IHS would have no way to report medical and non-medical adverse events, a critical requirement for maintaining proper oversight. Adverse reporting may require rapid intervention on behalf of IHS leadership and management, and its absence may result in potentially endangered patient safety.
Due to the criticality, for the period to be covered (December 9, 2024, through March 8, 2025), RL Datix is the only acceptable source for this period as an alternate vendor would incur unacceptable delays:
1.Operational delays would be encountered in the implementation of a different software. Thisprocess includes obtaining the Authority to Operate (ATO) certificate from IHS IT security, andwould likely exceed the duration of the anticipated bridge.
2.IHS Staff training and acclimation to new software for a three (3) month period.
3.Potential loss of data bridging between the systems, without sufficient time to identify gaps indatabase construction between solutions.
In addition, if a new vendor were selected for this limited period additional expenses would be incurred in reproducing reports existing in the current RL Datix Software that is essential to operation.
For the reasons stated above, awarding the bridge contract to the proposed vendor is in the best interests of the Government for this intermediary period.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, interested firms may submit a capability statement in response to the above requirement with pricing information by December 21, 2024 @ 2:00 PM Eastern Time to Darryl Smith, Contracting Officer, Email: Darryl.Smith@ihs.gov. A determination not to open competition-based responses to this notice is solely within the discretion of the Government.
