This is a pre-solicitation notice for the Court Services and Offender Supervision Agency (CSOSA) in support of CSOSA's mandate to provide sexual offender assessment and treatment services for Offenders with an order from a releasing authority for sex offense-related assessment and treatment which includes comprehensive, outpatient sex offender screening, assessment, and treatment services.
The scope of work for this acquisition is for the Contractor to provide treatment services that include assessments, individual counseling, group counseling, relapse prevention, maintenance and monitoring polygraph testing, discharge/aftercare planning, and other essential services as required. Sex offender treatment is intended to assist the Offender in managing his/her sexually offensive behavior, and to decrease the risk of re-offending.
The Contractor will perform the work under the forthcoming solicitation at CSOSA’s facility located at 633 Indiana Avenue, NW, Washington DC, 20004. It may be possible that other CSOSA facilities in Washington, DC will be utilized on an as needed basis. The Contractor may also provide some services virtually.
The RFQ will be advertised as a total Small Business Set-Aside under NAICS code 621330, Offices of Mental Health Practitioners. The resultant award is anticipated to be a total of 5 years (one 12-month base period plus four 12-month option periods). A formal solicitation is tentatively scheduled to be available on or around January 3, 2025.
