of the Contract Documents, Specifications, or Drawings for the above-named
solicitation.
NOTE: It will be the responsibility of the Bidder to acknowledge receipt of this
addendum as part of their submitted bid. Failure to do so will be grounds for the
City to view the bid as non-responsive.
The Invitation for Bid is hereby modified by the following items:
Questions & Answers
1. We didn’t see a clear format requested for our RFP response. Are there any parameters
or should we respond in a manner we feel is most appropriate?
There is no specific format requested. Proposals should address the city’s goals and
speak to the deliverables required.
2. When was the last time the City went out to bid for Employee Benefits Broker and was a
change made?
The last time the city went out to bid for an Employee Benefits Broker was 2017. A change
was made from Benefits Incentive Group to Alliant.
3. Who is the current employee benefits broker and how long has the City worked with them?
The City of Northglenn’s current benefits broker is Alliant, and the city has worked with
them for the past 8 years.
4. Who are the current benefits carriers and how many years has the City utilized them?
Kaiser Permanente – since 2002
Delta Dental – since 1996
Rocky Mountain Reserve – since 2014
Mutual of Omaha – since 2024

5. Will you share a current copy of the City’s benefits guide?
The current benefits guide is provided as an attachment.
6. What changes have been made to the City’s benefit plans over the past 2-3 years?
The city added a high-deductible health care plan and HSA for the 25-26 plan year. The
HDHP plan replaced a PPO plan that was in place during the 24-25 plan year.
7. What resources (digital, virtual, print, multi-media) does the City utilize for employee
engagement?
The city utilizes digital and print benefits guides and resources as well as Brainshark
videos for employee engagement. Additionally, we host virtual trainings, provide office
hours to support employees with questions, and send electronic and text reminders during
open enrollment.
8. Other than cost, are there other challenges relating to the City’s benefits programs
currently?
There have been, and continue to be, significant service delivery issues with Kaiser
Permanente (on the employee service side as well as back-office billing issues).
9. What benefits administration or human capital management system does the City currently
utilize?
We utilize Employee Navigator (an Alliant platform).
10. If selected as a finalist, would the City be open to sharing non-PHI claims data for us to
analyze and provide specific recommendations or strategies?
Yes, the city would be open to sharing de-identified, non-PHI claims data provided the
data contains no identifiers and meets all privacy and security requirements.
11. Are there any union employees at the City and are there any union specific benefits?
The city does not have any union employees.
12. Are there any retiree benefits offered by the City? If so, who handles the GASB 75
accounting on behalf of the City?
We provide a retiree medical benefits stipend that is handled internally, and our Finance
Department handles the GASB 75 accounting.
13. How are current benefits-related service issues (eligibility, claims, etc.) handled? Is it by
someone at the City or by the broker?

what the issue is.
14. Would it be possible to get an employee census with enrollment status and a copy of
current benefits offered?
Census with enrollment status is:
Kaiser – 256 enrolled
Delta Dental – 261 enrolled
Legal Shield – 66 enrolled
Mutual of Omaha – 304 enrolled
Rocky Mountain Reserve – 98 enrolled
VSP – 203 enrolled

15. What are the primary objectives you hope to achieve through this RFP process?
The primary objectives of this RFP process are to identify the most qualified partner who
will ensure competitive pricing, evaluate service capabilities, strengthen our compliance
and risk management, and support us in the enhancement of the employee experience. It
will be key to partner with a broker who promotes accountability and works with us to
establish clear expectations around performance metrics, reporting, and service delivery.
16. Are there specific areas within your current benefits program where you feel improvements
are most needed?
Service delivery with our broker and providers are key areas where improvement is
needed.
17. Are you happy with your current network option(s)?
Not all employees are due to lapses in service delivery. The broker selected will be
expected to assist the city in reviewing our current options and making changes if
necessary.
18. How do you currently communicate benefits to your employees, and what changes or
improvements would you like to see?
In addition to the answer for question #7, we hold an annual Benefits Open House where
providers are on site to assist employees.
