SEALED PROPOSALS for furnishing all materials and providing all labor, tools, and equipment for the

Gainesville 85 Business Park Lot 15A Distribution and Collection Facility will be received by the City/Owner at the Department of Water Resources Engineering and Construction Services Division Office, 757 Queen City Parkway, 1st Floor, Gainesville, GA 30501, until 2:00 p.m., local time, on Thursday, January 8, 2026.

The Proposer may submit their Proposal by mail or hand-deliver the Proposal to the above location at the specified date and time. Upon receipt, the Proposal will be date/time stamped by City Personnel. Proposals received after the deadline will not be considered and will be returned unopened to the sender.

The Proposer shall provide name and Contractor license number on the cover page of the proposal. It is the responsibility of the person/company submitting a Proposal to ensure that the Proposal is received at the physical address of the Department of Water Resources Engineering and Construction Services Division Office prior to the stated deadline. Postmarking by the due date will not substitute for actual proposal receipt.

Vendors assume the risk of the method of delivery chosen. The City of Gainesville assumes no responsibility for delays caused by any delivery service. Unsealed Proposals will not be considered. Proposals may not be delivered by facsimile transmission or other telecommunication or solely by

electronic means. Vendors must submit one (1) original copy, two (2) paper copies and three (3) electronic copies of this proposal (on a thumb drive) for evaluation.

Section 00 22 02 Schematic Estimate of Construction Cost attached to this RFP must be enclosed in a separate sealed envelope. All proposals and accompanying documentation will become the property of the City of Gainesville and may not be returned.

The City intends to build a new Distribution & Collection Facility located in Gainesville, Georgia at the
Gainesville 85 Business Park, Lot 15A, and is considering the services of a CMAR firm to manage the
construction, provide technical review during the pre-construction period, and provide cost evaluation
assistance to the architectural and engineering team for facility construction. The CMAR will assume
responsibility for project construction cost by issuing a guaranteed maximum price (GMP). The GMP will
be a contractual obligation.
