Summary

The Commissioners of Charles County are soliciting proposals from qualified firms to conduct building code compliance reviews for residential and commercial building permits on an as-needed basis associated with Building Permit Applications submitted to Charles County Government for review and approval in accordance with the Charles County Building Code. B uilding construction plans will be submitted electronically to Planning and Growth Management (PGM) as part of all building permit applications for review for Building Code compliance.

The Contractor shall provide appropriate personnel to perform the reviews within ( 5 ) business day s for residential permits , (6) days for initial review for Change of Occupancy , and (14) business days for commercial permits , from the time the permit is placed into review by the County. The Contractor’s qualified reviewer shall perform a thorough review, assign the applicable inspections and enter the result of the review into the electronic permitting system.

The County will not entertain proposals from building permit plan review firms which conduct business on a regular basis with builders and developers in Charles County. Therefore, proposals from such firms which have submitted over an average of five (5) plan review requests per year for the past three (3) years will not be considered. Additional regular basis limitations include:

  1. Performing plan review under this contract for builders, contractors, or owners to whom the Contractor provides services for a fee.
  2. Performing any plan review under this contract for builders, contractors, or owners where the Contractor has any present or prospective interest in the property being reviewed.
  3. Engaging in any type of business activity which might place the Contractor in competition with the business of any builders, contractors, or owners for whom he is performing plan review under the scope of this contract.
  4. Allowing any employee to perform plan review for an immediate family member (mother, father, son, daughter, sister and brother).

The quantities of items described in this solicitation are the County’s best estimates and are to be utilized for purposes of evaluation only. Quantities are not guaranteed and are not to be interpreted as such.

Firms must register in advance to attend the pre-proposal meeting via the County's eProcurement Portal RSVP Manager.

Pre-proposal meeting will occur virtually/teleconference, unless otherwise specified. Firms that have registered timely will receive participation instructions.

If multiple attendees from your firm will be attending the meeting, please have each individual complete the eProcurement Portal RSVP Manager process.

Pre-proposal meeting will occur virtually/teleconference, unless otherwise specified. Firms that register timely and via the County's eProcurement Portal RSVP Manager will receive participation instructions.

The attendance roster will be published on the County's eProcurement Portal.

Questions shall be submitted via the eProcurement Portal Question & Answer feature prior to the due date and time specified. The County will not provide responses to questions received after the deadline.
