PURPOSE
In order to be in compliance with federal, state and local purchasing laws, the Birdville Independent School District (BISD) is soliciting competitive sealed proposals for Property Management and Landlord Representation Services.  In general, the Property Manager and/or Landlord Representative selected because of this process will provide rent collection, eviction, inspection, maintenance and repair, tenant move in/out, financial services, lease renewal negotiations, new tenant acquisition/contract negotiation, and work cooperatively with the Birdville ISD Staff to manage the properties referenced below.

In May 2018, the District purchased a property located at 6321-6361 Grapevine Highway, North Richland Hills, Texas 76180 now referred to as BISD Plaza. The referenced buildings include approximately 301,134 square feet and reside on approximately 42 acres and include adjacent exterior parking. The buildings are only partially occupied at 27.22 percent. These tenants include four building tenants with one cell tower lease. The District currently occupies 48 percent of the buildings but would like to find tenants for the remaining unoccupied areas.

In May 2024, the District purchased a property located at 8555 Airport Freeway, Ste. 100, North Richland Hills, Texas 76180 now referred to as Birdville Administrative Complex (BAC). The referenced buildings are approximately 234,333 square feet of building space. The buildings reside on approximately 21.2 acres and includes parking. One-third of the buildings are leased with six tenants. The District plans to occupy the remaining spaces. There is only one vacant space of 7,398 square feet where the District seeks a tenant.

A copy of the current rent roll for each location is attached.

FACILITY TOUR
There will be a non-mandatory tour of the facility and the surrounding area to be conducted by RSVP.  The tour will be conducted one time only, unless the District determines a need for an additional tour.  The tour will be held on January 30, 2025.  All proposers should meet at the BISD Plaza facility in front of suite 278.  Proposers must confirm their attendance by January 29, 2025 at 2:00 p.m. the day before the tour via email to shelley.freeman@birdvilleschools.net.  The tour will begin promptly at 9:30 a.m.    The tour will continue to the Birdville Administrative Complex (BAC) location.  The purpose of this tour will be to familiarize all respondents with the building condition, areas and location.
CONTRACT TERM AND RENEWALS
This proposal shall be effective from March 1, 2025 through January 31, 2027. The District has the option to extend the contract for four (4) additional one-year periods. The contract will automatically renew, unless the awarded vendor notifies the District in writing within forty-five (45) days prior to the expiration of the contract. Written notification is also required within the forty-five (45) days prior to contract expiration for any adjustment in price or discount upward or downward. District has the sole right to accept or reject these rate changes. If the rate change is rejected, the contract may be terminated at the end of the current contract period.
PROPOSAL SUBMISSION
Late proposals will not be accepted. No verbal, telephonic, electronic mail or faxed responses will be considered. The preferred method of delivery is through the e-bid system; however, paper responses will be accepted in the Purchasing Department prior to the due date and time.
