T he City o f St. Louis Office o f the C omptroller s eeks p roposals for independent actuarial
s ervices for workers compensation loss reserves.

interested in submitting a proposal in response to this RFP shall be referred to as “Respondents.”

a nything be construed, as a n offer o f e ngagement, nor s hall the s election of a R espondent b e
c onstrued as an o ffer o f e ngagement u nless and until a contract is fully negotiated and fully

each R espondent acknowledges h avingreadthisR FPinitsentiretya ndagreestoalltermsand
conditions set out in this RFP.
Respondents may s ubmit a mended proposals before the d eadline for receipt. S uch a mended
proposals must b e complete replacements for a previous submission and must b e clearly
identified as such in the transmittal letter. T he Comptroller’s Officewilln otmerge,collate,or
assemble the R espondent’s materials.R espondentsarep ermittedtowithdrawtheirs ubmissions
at any time prior to the deadline for receipt. Respondents must submit a written w ithdrawal
request s igned by the R espondent’s duly Authorized R epresentative(s) a ddressed to the
Comptroller’s Office.

Questions should b e a sked in consecutive order, from b eginning to e nd, following the
organization o f this R FP.E achq uestionshouldbeginb yreferencingtheR FPp agenumberand
section n umber to w hich it relates. Short p rocedural inquiries may b e a ccepted by telephone;
however,orale xplanationso rinstructionsg ivenoverthetelephoneshallnotbebindingu ponthe

I V. R equired Qualifications & Certifications
T heCityw ishestoc ontractw itha firmprovidinga ctuarialserviceswithsubstantialexpertisein
w orkers’compensationp rograms. T herespondentmusthavea tleastfiveyearsofexperienceas
a v endor in p roviding the type a nd s cope of actuarial c onsulting s ervices for self-insured
w orkers’ compensation p rograms to be procured through this competitive p rocess. The
respondentm ustprovides ufficientdetailtod emonstrateith ass ignificantexperienceinw orking
w ithp rogramss imilarinsizeandcomplexitybyprovidingc lientreferencesandp rovidec opies
o f c ertificates s howing the applicable consulting a ctuary has the credentials required for this
a nalysis.
V. S cope of Services
The C ity o f S t. Louis self-funds its w orkers compensation program except for per-occurrence
claims c overed by a n excess w orkers compensation p olicy. T he City uses Cannon Cochran
Management Services, Inc. for third-party claims management and administration.
The selected vendor shall prepare
1. an estimate o f the u npaid loss and loss a djustment e xpense o bligations o f the
C ity’sself-insurancew orkers’c ompensationp rogramfortheC ityofS t.L ouisa s
of June 30 each year for the duration of the contract period;
2. a n e stimate o f the u npaid loss and loss a djustment e xpense obligations of the
s elf-insurance workers’ compensation p rogram for the C ity of St. Louis P olice
D ivision as of June 30 each year for the duration of the contract period; and
