RFP #11-26 Live Fire Training Structure

The City of Hopewell is soliciting sealed proposals from qualified firms to provide professional services, design coordination, project management, and complete construction of a new Live Fire Training Structure for the Hopewell Fire Department. This project includes development of engineered architectural drawings in coordination with Draeger, site planning, permitting support, construction management, installation oversight, and full project delivery through final facility acceptance.A mandatory pre-proposal conference and site visit were held on October 28, 2025, under the original solicitation (RFP 05-26). Due to a clerical cancellation of that solicitation, the City has reissued the project as RFP 11-26. Only firms that attended the October 28, 2025 mandatory conference, as listed in Appendix X of the RFP, are eligible to submit proposals.All pre-proposal questions were previously addressed and incorporated into the RFP through an FAQ section and Appendices Y and Z; therefore, no new questions or addenda will be issued.The project is funded in part through VDFP grant resources and must meet the timeline requirements established by that funding. The anticipated substantial completion date is May 2027, with final facility acceptance scheduled for June 18, 2027.The City seeks a firm with experience delivering live-fire training structures, VDFP-funded projects, and complex public safety construction projects. Evaluation will be based on experience, technical approach, qualifications, project schedule feasibility, and cost (excluding the building unit purchased directly through Draeger).
