Request for Proposals

Proposals Due: February 13, 2026

Selection Announcement: February 20, 2026

Proposal Delivery: email to jhoock@gunnisoncounty.org

Bidders are required to perform a site visit. Site visits can be scheduled with Facilities and Grounds 970-641-8560 or jhoock@gunnisoncounty.org

Gunnison County is seeking bids for replacement of carpet, VCT, and stair treads in the Blackstock Government Building located at 221 N. Wisconsin Street. The building is about 26,200 square feet with approximately 24,250 square feet of carpeting. VCT exists in various locations that total approx. 300 sq.ft. Two main stairs that extend to the basement and up to the second floor from the main floor have vinyl treads and riser which require replacement. The existing carpeting is 2’x2’ carpet tiles. The County desires to replace the existing carpet with high quality carpet tiles. Bidders must measure the spaces and calculate necessary quantities no quantities or measurements will be provided by the owner or representatives of the owner. Bidders must schedule a site visit with the Facilities manager in order to measure quantities, inspect spaces and note any existing conditions that add cost or must be repaired prior to new carpet installation. Please provide an allowance for carpet and VCT materials that meet the following specifications:

-ASTM D5252 Wear Rating: Heavy (TARR 3.0)

-Green Label Plus

-Minimum 25% recycled content

-100% commercial grade nylon type 6 or 6,6

-100% solution dye

-Adhesive: VOC 50 g/L

The selected bidder will provide the County options for carpet and VCT that meet the specifications and are within the allowance cost. The County will make the final selection.

The building will be occupied and open to the public from 8am-5pm weekdays excluding holidays. The County will temporarily relocate workers one office suite at a time to allow for furniture removal and carpet replacement. Some larger spaces may require replacement work to be done while the space is partially occupied, replacing one half of the space at a time. The County prefers the majority of work to be completed on nights, weekends, and holidays. Some work in select areas may be completed during regular hours as possible while maintaining business functions and as coordinated with Facilities and Grounds. Bidders are encouraged to discuss execution strategies with facilities staff during the site visit.

Demolition, haul off, and disposition of used carpet is the responsibility of the contractor. Recycling of used carpet is highly encouraged. As demolition is performed; used carpet should be stacked neatly in a space provided adjacent to the building until it can be removed and disposed. Work spaces must be kept clean and free of hazards. Chemical strippers and adhesives must be low or no-VOC and work spaces must be well ventilated.

Gunnison County Facilities will work with the contractor to move furniture and find temporary spaces for select workers so work may be done. Some spaces may be completed one half at a time, so that services can continue to operate in the remaining half and then switch to complete the second half. Other ideas and approaches are encouraged and should be discussed with facilities during the site visit. Execution approaches should be detailed in a schedule and narrative included with the proposal.

Furniture replacement shall be the responsibility of Gunnison County Facilities. Work must be closely coordinated with Facilities staff.

Selection will be based on best value as defined and determined by the County selection team and approved by the County Manager. The County will consider cost to perform the work, schedule, capacity, experience, and creativity of proposals. Gunnison County reserves the right to rank and select proposals; to accept or reject any or all bids, and to waive any informalities or irregularities therein and to accept the proposal(s) that in its judgment, best serves the interests of the County.

The contract agreement for this Project will be generally based upon the County’s standard form of agreement which can be found on the County website or this link. The County is not inclined to modify the intent of the Agreement, but will be open to suggestions for purposes of clarity.
