Description: REQUEST FOR EXPRESSIONS OF INTEREST County Route 109 Complete Streets Study issued by Capital Region Transportation Council Albany, N.Y. January 24, 2025 The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga, and Schenectady Counties (except for the Town of Moreau and the Village of South Glens Falls) in New York State. The Transportation Council is issuing a request for expressions of interest (REI) from qualified firms or individuals to undertake the County Route 109 Complete Streets Study for the Town of Halfmoon, Town of Clifton Park, and Saratoga County. The Town of Halfmoon proposed this study to provide strategic guidance for future transportation improvement projects, evaluate land-use considerations, and ensure increased accessibility and connectivity of roadways while at the same time allowing for a variety of transportation options to safely take root in Clifton Park and Halfmoon. The project sponsors would like to assess the best options for bike and pedestrian infrastructure in the study area along with improved connections for all modes of travel between subdivisions, community parks, businesses, and other land uses. The County Route 109 Complete Streets Study is being funded by the Transportation Council, Town of Halfmoon, Town of Clifton Park, and Saratoga County through the Transportation Council’s 2024-2025 Unified Planning Work Program as part of the Community and Transportation Linkage Planning Program. The study has a fixed budget of $150,000 for consultant services. The Transportation Council will administer the consultant contract and under joint management with the Town of Halfmoon, Town of Clifton Park, and Saratoga County and would like to see this study completed within 12 calendar months from the date of contract execution. Sandy Misiewicz will serve as the project manager and will be the primary contact for technical and administration questions.
