APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The United States Army requires Full Food Services (FFS) and Dining Facility Attendant (DFA) services to support the warfighter at Fort Bliss, TX. This effort includes providing quality food service operations at designated dining facilities (buildings 906, 9436, 11316, 20226, 20626, and 21214) and remote site feeding requirements. The Contractor shall ensure flexible, efficient, and cost-effective services through management innovations and industry best practices while adhering to all applicable laws, rules, and regulations.
The Government uses a Performance-Based Services Acquisition (PBSA) strategy to define the requirements and performance standards. The Contractor is expected to meet or exceed these standards to ensure the successful execution of the food service program. The program's primary objective is to provide a high-quality food program that supports the warfighter and the installation's mission. The estimated period of performance is two (2) years, beginning on 1 February 2026 and ending on 31 January 2028, with the possibility of extending for an additional six (6) months.
