1 RFP Overview
1.1 Purpose of RFP
This Request for Proposals (“RFP”) is issued by the City of Half Moon Bay (“City”). The City seeks
Statements of Qualifications (SOQ) from entities ("Proposer(s)") with demonstrated
experience and qualifications in providing Preliminary Engineer, Design, and Environmental
support for specific construction projects occurring within California Department of
Transportation (Caltrans) right-of-ways such as those required in this RFP. The City desires to
enter into an agreement for one (1) year with the option for two (2) one-year renewals upon
satisfactory performance.
1.2 Project Description
The Eastside Parallel Trail Segment 2 project proposes improvements to extend a 12 ft multi-
modal trail on the east side of California State Highway 1 (Highway 1) in the City of Half Moon
Bay between the intersections at Ruisseau Francais Avenue and Spindrift Way. The proposed
project will connect to the existing Naomi Patridge Trail to the north and the future Hwy 1
North Safety & Operations trail to the south, a total distance approximately 2,100 linear feet.
The project will also include a new approximately 200 ft bridge spanning over Frenchmans
Creek to complete the new trail. Improvements will include crossing treatments at three
vehicle intersections at Russeau Francais Avenue, Frenchmans Creek Road, and Spindrift
Way.
At the Ruisseau Francais intersection, additional improvements are desired to enhance the
existing crosswalks, add a southern crossing location and improve connectivity to the existing
trail on the west side of the highway. Anticipated improvements also include new curb gutter
and sidewalk, curb ramps, drainage improvements, signage, and any required signal
reconfiguration. Along the west side of the intersection, a new retaining wall is also
necessary to repair an existing failed wood retaining wall supporting the existing trail
segment. Refer to Attachment 1 below for an illustrative concept plan for the proposed
project. The project will be designed and constructed in one phase.
The scope of professional services requested, as further detailed below, includes the
complete planning, environmental study and design work needed to permit and construct
the project (excluding construction engineering, related inspections and material testing),
which is anticipated to follow the Caltrans DEER project delivery/permit process.
The project team will be required to prepare supporting documents needed for
oversight/approval via the Office of Special Funded Projects (OSFP), including Advance
Planning Study (APS) package and Structure Type Selection Report for the bridge, as well as
all necessary supporting investigation and studies such as Foundation Report and Hydraulics
Report, in accordance with Caltrans requirements.
The scope of work also includes the preparation of all environmental studies and documents
for both CEQA determination and NEPA support, as well as a Coastal Development Permit as
part of the entitlement process with the City of Half Moon Bay.
