The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Collins Aerospace San Dimas, CA for engineering services and site support services to research and develop, test and evaluate, modernize, train, and/or provide inventory and material handling for the following fielded and baselined systems: Central Atmosphere Monitoring System (CAMS) Mk I, CAMS Mk II, CAMS IIA, and any future technical refreshes or upgrades to any of the CAMS variants which may not yet be designated an official configuration at this time. These systems are on board the LOS ANGELES (SSN-688), OHIO (SSBN/GN-726), SEAWOLF (SSN-21), VIRGINIA (SSN-774), and baselined on COLUMBIA (SSBN-826) Class Submarines. Contractor support is required to provide the necessary technical expertise, technical personnel mix and support for all of these efforts. This is part of a follow-on procurement for this requirement.
Pursuant to 10 U.S.C 2304(c)(1), Collins Aerospace is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
