Request for Qualifications: Southeast Regional WWTP Upgrade and Expansion Progressive Design-Build
General
ONWASA owns and operates the Southeast Regional North Topsail Wastewater Treatment Plant (SER WWTP) (formally known as the North Topsail Wastewater Treatment Plant) located at 1095 State Hwy 210, Sneads Ferry, North Carolina in southeastern Onslow County. The SER WWTP serves approximately 6,000 residential and commercial customers and is permitted to process and discharge 1.542 million gallons per day (MGD) with a 0.542 MGD rating for the passive lagoon treatment train and 1.0 MGD for the membrane bioreactor (MBR) train and highrate infiltration basins.
ONWASA also owns and operates Holly Ridge WWTP and Summerhouse WWTP. In addition to accommodating growth in the service area, ONWASA also plans to decommission the Holly Ridge WWTP and convey flow to Summerhouse WWTP with excess flow to SER WWTP. Additional capacity is needed at SER WWTP, and the plant upgrade and expansion project are anticipated to expand the existing 1.5 MGD facility to a 3.5 MGD facility.

Scope of Work
The Design-Builder will work with ONWASA and their Owner’s Advisor (HDR) to determine the needed improvements, final layout, sizing, and specific facilities to meet the goals of ONWASA for this project. The Design-Builder will provide the resources and staff to deliver the final project that will include, but not be limited to:
a. Implement a robust safety program for all design and construction related activities.
b. Implement the “Onslow Water and Sewer Authority Guidelines for Recruitment and Selection of Minority
Businesses for Participation in Authority Construction Contracts” policy.
c. Deliver quality assurance and quality control of design and construction related activities.
d. Lead interactive design workshops with ONWASA and HDR, Owner’s Advisor.
e. Complete all preliminary and final design engineering efforts for the project with design document submittals
at 30%, 60%, and 100%.
f. Implement a project controls strategy that keeps ONWASA and HDR informed of all project components.
g. Develop an initial opinion of cost with submittal at the 30% design stage, updated cost at 60% design stage
and GMP(s). An updated cost opinion should be maintained throughout the Phase 1 effort in a format
acceptable to ONWASA.
h. Develop alternatives analysis including capital and life-cycle costs to assist ONWASA in making key
decisions.
i. Complete all surveying and geotechnical engineering required for successful design, construction and
development of construction pricing.
j. Work with ONWASA and HDR to finalize all permitting activities and obtain permits required for project
construction.
k. Develop and maintain a project risk register with costs in a format acceptable to ONWASA.
l. Provide all necessary project management, documentation, and progress reporting as required for a
successful project.
m. Implement an “Open-Book” and transparent progressive design-build process.
n. Work collaboratively with the ONWASA’s operations, maintenance, and management team to provide key
information to make decisions.
o. Provide engineering services during construction to include RFIs, shop drawing reviews, contractor change
order requests, factory witness equipment testing observation and reports, preparation of record drawings,
and project management support.
p. Construction management services.
q. Lead start-up, performance testing, and any necessary training of ONWASA staff in successful operation of
the Treatment Plant.
r. Complete project close-out activities including final punch-lists, operations and maintenance manual
production, training, project certifications, documentation for asset management, and warranty efforts.
